Mylnikov was born in the parish of the Ascension Church in Yaroslavl. His father, Dmitry Petrovich Mylnikov (1775-1850), belonged to the workshop of urban painters and craftsmen. Uncle Afanasy Petrovich Mylnikov (1780-1848) - an icon painter.
The earliest known works date back to 1824-1825. The “Portrait of the Unknown in a Top Hat” (1824, whereabouts unknown) is indicated in the “Tauride Exhibition Catalog” (1905) as the property of the leader of the Yaroslavl nobility, S. V. Mikhalkov. The next work was “Portrait of an Old Woman” (1825, Yekaterinburg Museum).
In 1826, he painted a series of portraits of the Moscow merchants Rakhmanovs (GIM).
In 1827, Mylnikov wrote the famous couple of the Astapovs (YaHM).
| "Portrait of Praskovya Astapova" has become a kind of "standard" of the female image in merchant portraits. It represents the type of bosom portrait, and the light shawl thrown over the shoulders creates special stability and poise of the composition. Tightly, without a smile, folded lips, a wary look, harboring some vaguely ripening thought, give the face a stern, closed expression. All this makes the image extremely pointed, expressing the character of a heavy and imperious. The portraits of 1828-1833 depict not only Yaroslavl merchants, but already Moscow nobles. In 1828, “Portrait of O. M. Golovina” (State Museum of A. S. Pushkin) was painted. In the same period, Mylnikov completed “Portrait of Landowner N. P. Milyukov” (1831, State Historical Museum).
In the 1830s, a series of portraits of the Sobolev merchants was written (1834, YAHM). The series consists of paired family portraits of two brothers, Ivan and Daniil Sobolev, and a portrait of Daniel's son, Alexander.
Among the well-known works of Mylnikov is the “Portrait of I. I. Svidersky” [1] (1836, Azerbaijan Museum of Art).
