After the army he returned to Moscow, worked as a fitter-assembler of radio equipment at the Mospribor plant. He entered the evening department of the Moscow Aviation Institute , graduated from the 1st course [1] .

In 1989, he was voluntarily enlisted in the special unit of the USSR State Security Committee (KGB) Vympel , received the rank of ensign, and five years later he rose to the rank of junior lieutenant. After the events of September-October 1993, which began with the dissolution of the Supreme Council of Russia by President Yeltsin and ended with the shooting of the House of Soviets, Ensign Vladimir Ulyanov, like most of his comrades, did not want to go to the police after transferring Vympel to the Ministry of Internal Affairs of the Russian Federation . He moved to the Main Directorate of Security, but a year later with a little, in 1996, at his personal request, he transferred to the Office “A” - the legendary “Alpha”. He received the nickname "Lenin." That was his call sign. But, as his colleagues remembered, this was more due not to the fact that Vladimir Ulyanov was the namesake of the leader of the world proletariat and the first leader of the Soviet state, but because he was inquisitive, knew a lot, knew how, and was ready to communicate on any subject [ 1] .

During his service at Alpha, he repeatedly participated in complex special operations in various parts of the country that fell to his unit, including repeatedly traveling to the Chechen Republic [1] .

On the night of September 8, 2003, in the village of Yalkhoy-Mokh, Kurchaloevsky District , FSB special forces carried out an operation to detain the leader of one of the gangs. During the operation, his guards suddenly opened fire on the capture group. Major Vladimir Ulyanov, covering his comrades-in-arms, diverted the fire of the bandits on himself and died. As a result of the bold and decisive actions of the officer, special forces fighters captured the leader and destroyed his guard [1] .

He was buried at the Nikolo-Arkhangelsk cemetery in Moscow [1] .
