Andrei Ivanovich Golushko (born December 1, 1964 , Sherbakul , Omsk Region ) is a Russian politician and entrepreneur. Since September 2016, a deputy of the State Duma of the Federal Assembly of the Russian Federation of the VII convocation . Member of the faction "United Russia" [1] .

Biography
Born in the village of Sherbakul (Omsk region).
Mom Irina Davydovna (nee Fendel) worked as the chief economist of the district administration and the chief state inspector for procurement and quality of the Sherbakul district. Father Ivan Andreevich Golushko headed the local party committees, for more than ten years he served as secretary of the district committee of the trade unions of the Cherbakul region. The younger sister Natalia works as the chief doctor of the Clinical Diagnostic Center of the Omsk Region.
Immediately after graduation, Golushko entered the Leningrad Higher Military-Political School. After studying there for eight months, he joined the army. In 1982-1984 he served in the USSR Armed Forces . Since 1989, he was engaged in entrepreneurial activity. In 1991, with a classmate, Sergei Kalinin, he organized the Aktiya production and trading company (now Aktiya Holding Company LLC), whose board he chaired from the time the company was founded until 1997 and from 2002 to 2007. In 1994, he graduated from Omsk Law School . state University in the specialty "Jurisprudence" in 2005 he defended his thesis on "Mechanisms of regulation of innovative activity in the region" in the Academy of national economy named after Plekhanov. (now - Russian economic univers tête Plekhanov), received a PhD in Economics. From 2005 to 2007 he served as Chairman of the Board of Directors' Baucenter-Rus ".
Political Activities
In 1994, he was elected to the first convocation of the Legislative Assembly of the Omsk Region . Since 1995, he served as chairman of the Legislative Assembly Committee on Property. In May 1997, the head of the administration of the Omsk region Leonid Polezhaev appointed him his first deputy, overseeing the financial sector. He worked in this position until 2002, after which he returned to the Action and headed the board of this company until December 2007.
Since 2005 is a member of the United Russia party. In December 2007, he won the election of deputies of the State Duma of the Russian Federation , where he ran for United Russia from the Kaliningrad region . In the State Duma, he worked as Deputy Chairman of the Committee on Economic Policy and Entrepreneurship, First Deputy Chairman of the Commission on Legislative Support of the Activities of Natural Monopolies, State Corporations and Commercial Organizations with State Participation. In 2009, he was one of the initiators of amendments to the law "On Protection of Competition". In accordance with the amended version of the law, new leases of municipal and state property are concluded with entrepreneurs and representatives of small and medium-sized businesses only based on the results of tenders and auctions.
In 2012, at the end of the fifth convocation of the State Duma, he returned to Omsk and this summer won the election of deputies to the council of the Sherbakul city settlement of the Omsk region, gaining 98% of the vote. On July 19, 2012 he was elected to the Legislative Assembly of the Omsk Region as the representative of the regional parliament in the Federation Council of the Russian Federation [2] . He was a member of the economic policy committee.
In May 2016, he introduced a bill to the State Duma obliging federal senators to inform the authorities of the region that vested them with authority about the results of their work [3] .
On September 18, 2016 he was elected as a deputy of the State Duma of the seventh convocation in 141 Lubinsky single-mandate constituency, Omsk Region [4] . He became a member of the State Duma committee on economic policy, industry, innovative development and entrepreneurship, as well as a tripartite commission on intergovernmental relations.
Legislation
From 2007 to 2019, during the exercise of the powers of a deputy of the State Duma of the V and VII convocations, he co-authored 33 legislative initiatives and amendments to draft federal laws, including 6 bills introduced as a member of the Federation Council of the Federal Assembly of the Russian Federation [5] .
Community Activities
In 2013, he established the “Meet Me” charity foundation, which became the sponsor of the Movement national debut film festival, as well as the main sponsor and organizer of the participation of Omsk artists in the 16th Cannes Russian Art Festival [6] .
Family
Married since April 30, 1987 to Elena Viktorovna Golushko (in girlhood - Baranova, born March 4, 1966). Father of three children: Maria (born April 1, 1988), Alena (born April 24, 1996) and Nikita (born October 23, 2003). The eldest daughter is married, doing business in Moscow.
