Vainakh Telecom

CJSC Vainakh Telecom, a Russian telecommunications company, officially began its activities as a mobile operator in May 2009 [1] . Activities in the field of telecommunications was carried out long before that, since 2003 [2] [3] [4] [5] . The company was founded with the goal of developing communications and telecommunications in the Chechen Republic, building modern high-tech facilities and communication facilities.

The name “Vainakh Telecom” comes from the Chechen word Vainakh (self-name of Chechens and Ingush), which means “our people”.

Activity History

In 2010, the company became the only operator in Russia not controlled by Svyazinvest to win a tender for frequencies in the range of 2.3–2.4 GHz (one of 40 licenses). According to competing operators and analysts, the tender conditions of the Ministry of Communications were unequivocally specified for the companies included in Svyazinvest: for example, having a 3G license meant writing off points, while points for a payphone network, on the contrary, were added [6] .

At the end of September 2011, Vainakh Telecom submitted to Rossvyaz an application for 300,000 numbers for launching MVNO ; in October he received 330,000 numbers. The project was planned to be implemented on the basis of the Sky Link network infrastructure [7] .

Meanwhile, the operator, despite problems with routers ( TDD range) [8] , by January 2013, LTE network equipment purchased on credit [9] had been installed by the Chechen operator, and even messages that had been refuted by him about servicing the first subscribers later appeared. But under the terms of the license acquired in 2010, the equipment was supposed to have the status of “equipment of Russian origin”, which had to be confirmed by the Ministry of Industry and Trade . However, the manufacturer - the Center for Wireless Technologies ( Tomsk ) - did not provide information about its ultimate beneficiaries . It was a joint venture of the Finnish-German Nokia Siemens Networks (NSN) and the Mikran research and production company; the first company owned 75%, the second - 25%. Moreover, for the status of a Russian manufacturer, it is necessary that at least 50% of the company belong to Russian residents. Rostelecom, due to such difficulties, had not yet begun building the network (except for the test station in Podolsk . The companies were threatened with revoking licenses for not providing the claimed services or forfeiting illegally turned on non-certified equipment [10] [11] . In addition, 25 A% of the “Center for Wireless Technologies” has already been bought from Rosnano by NSN , which provided Russian companies with 50% plus one share [12] .

Finally, in August 2013, the Ministry of Communications and Mass Media received an explanation that the equipment of “domestic production” and “Russian origin” is not the same. From a technical point of view, Vainakh Telecom networks met the mitigating requirements of the State Committee for Radio Frequencies , and taking into account “the fact of the exceptional social significance of Vainakh Telecom network”, permission for commercial operation was obtained. Later, the Ministry of Communications decided that the products of the Center for Wireless Technologies can be recognized as corresponding to the status of “RES of domestic production”, and it does not have to receive the status of “telecommunication equipment of Russian origin” [13] [9] .

The network gained wide national fame after Ramzan Kadyrov , offended by the neglect of other mobile operators to vote in the “ Russia 10 ” contest, announced on Instagram the transfer of “thousands” of Chechen subscribers to Vaina Telecom [14] .
