The first government Vlastimil Tusar - the second Czechoslovak government after the proclamation of the state. Operated from July 8, 1919 to May 25, 1920 . It was formed after the success of the left in the municipal elections (among the Czechs 32.5% for the Social Democrats and 17.3% for the Socialists, among the Germans 47.9% for the German Social Democratic Labor Party in Czechoslovakia). It was the government of the left (the so-called Red-Green Coalition), which represented the "red" parties (the Social Democrats (which included the communists) and the socialist) and the "green" party of agrarians. Operated during the Revolutionary National Assembly . The prime minister was Social Democrat Vlastimil Tusar .

On December 6, 1919, a new ministry was created - the Ministry for the Unification of Laws and Administrative Organization, which are responsible for bringing laws and administrative rules in different parts of the country to a single form. The reason was that the Austrian laws of Austria-Hungary acted on a part of the territory before, and Hungarian laws on the other part.
The Cabinet resigned after the parliamentary elections of 1920 , as a result of which Vlastimil Tusar received a mandate to form a new government.
