Biography
Born in 1913 in the village of Frolovo, primary education.
Until 1935 she worked in the household of her parents, then on the collective farm. Since 1942 - the milkmaid of the collective farm "Path to Communism" in the Dzerzhinsky district of the Kaluga region .
In 1956, they fed up 4218 kg of milk from each cow of their group (I place in the Kaluga region). Awarded the Order "Badge of Honor" .
Member of the CPSU since 1958. March 16, 1958 elected a deputy of the Supreme Soviet of the 5th convocation.
In 1959, she milked 5076 kilograms of milk from each cow of her group and was awarded big and small gold and big silver medals of the Exhibition of Economic Achievements. For 1960, she undertook to feed six thousand kilograms of milk from each cow (the result is 5,547 kg). For high yields, by the Decree of the Presidium of the Armed Forces of March 7, 1960, she was awarded the title Hero of Socialist Labor. She became the second Hero of Social Labor in the Kaluga region and the first woman with such a high title.

In 1968 she retired. Then she returned to the collective farm and for several more years worked first as a laborer, then as a farm manager.
From the 1990s she lived in the village of Bogdanino, Ferzikovsky district .
In 1970-1980-ies in the Kaluga region there was a challenge prize named Praskovya Balabaeva, which was quarterly awarded to the best milkmaid.
