Frederick Heard was born in 1879 in New Diggings, Lafayette County, Wisconsin . In 1900, he joined the Iowa National Guard. In the summer of 1912, at the Stockholm Olympics, Frederick Heard became a champion in shooting with a small-bore rifle at a distance of 50 m, and also won bronze medals in the team championships in shooting with a small-bore rifle at distances of 25 and 50 m. In 1914 he participated in the fighting in area of the Mexican border, took part in the First World War. In 1943 he retired with the rank of lieutenant colonel.
