Early years

Born October 13, 1876 in the family of William Stubbs, Bishop of Chester , later - Bishop of Oxford . He was educated at Radley College and Corpus Christi College, Oxford University .

In 1900, the 24-year-old Stubbs entered the service of the Ministry of Colony Affairs as a second-class official, served as a first-class official from 1907 to 1910, after which he became a first-class official on an ongoing basis. In the same year, Stubbs was sent with a special mission to the Malay Peninsula and to Hong Kong . In 1912 he was a member of the West African Land Committee, and in 1913 he was appointed and. about. governor of Ceylon . He held this position for half a year, until October 1913, but in 1915-1916 he returned to this post, also in status and. about.

Governor of Hong Kong

In 1919, Stubbs was appointed governor of Hong Kong . From the beginning of his governorship, the Chinese began to translate the names of British officials to make them more similar to Chinese.

During the period of Stubbs Governorate in Hong Kong , strikes became more frequent and damaged the economy of the colony. In 1922, the sailors of Hong Kong announced a strike, which resulted in a large-scale strike of workers in Hong Kong, Canton and mainland China . The strikers demanded the cancellation of the unequal treaties (Nanking, Beijing, the lease of new territories), which put Hong Kong under British control. The strikers also demanded better treatment of Chinese workers in Hong Kong.

Initially, Stubbs tried to end the strike by legal and forceful means, but only aggravated the situation, prompting the exodus of more than 100,000 Chinese workers to China . This finally undermined the economy of the colony, and in 1925 Stubbs was forced to leave Hong Kong.

Governor of Jamaica and Cyprus

After a stormy business trip to Hong Kong, Stubbs was appointed captain-general and governor of calm Jamaica . He held this post until 1932, when he was transferred to the post of governor of Cyprus . In this post, Stubbs worked for a little over a year and left Cyprus in 1933.

Governor of Ceylon

In 1933, 57-year-old Stubbs received his last appointment in the colonial service - the post of governor of Ceylon .

In 1937, he tried to persuade the white planters of the island to take part in the unlawful attempt to deport Mark Anthony Braystedl, an Australian planter who joined the workers and joined the Trotskyist Lanka Party of Equality (LPR, Lanka Samaja Party itself). Braisgedlu was presented with a deportation order demanding that he leave the country within 48 hours, but he challenged the colonial government and set off on the run. The government began a hunt for him, but to no avail. The decision maker launched a campaign to defend Braysteddle. In the same year, at the May Day rally in Price Park Colombo, the demonstrators unfolded the banners “For Bracegirdle! Deport Stubbs! ”And adopted a resolution demanding expulsion from Stubbs country.

On May 5, 1938, in the State Council of Ceylon, the decision makers Dr. N. M. Perera and Philip Gunawarden, initiated a vote of no confidence in the governor, who instructed to deport Bracegadhl without consulting with and. about. Minister of the Interior. Even the Council of Ministers listened to the opinion of the public and supported the vote of no confidence by 34 votes to 7.

On the same day, the 50,000-strong rally of Halle-Face Green was held, at which Dr. N. M. Perera, Philip Gunawardena and Solomon Bandaranaike condemned the actions of Stubbs. Bracegodle unexpectedly appeared at this rally, but the police could not arrest him. The police managed to arrest him two days later, but a lawsuit about the illegal actions of the authorities had already been filed, and the case went to the panel of three Supreme Court judges, chaired by Chief Justice Sir Sidney Abrams. H. M. Perera, the best Ceylon civil lawyer, offered his services to Bracegadhl for free. On May 18, 1938, the court concluded that Bracegirdle could not be deported for exercising his right to free speech, and released him in the courtroom.

Shortly after this decision, Stubbs resigned.

Resignation

A year after his retirement, Stubbs became Vice Chairman of the West Indies Royal Commission (until 1939) and Chairman of the Northern Division of the Appeals Tribunal from 1941 to 1947.

Reginald Stubbs died on December 7, 1947.

Personal life

Stubbs married Lady Marjorie Stubbs in 1909. They had two sons and one daughter.

Memory

A street in Hong Kong [1] was named after Stubbs, as well as the Sri Lankan Boxing Award (Stubbs Shield) [2] .
