The High Commissioner of the Republic in French Polynesia ( French: Le Haut-Commissaire de la République en Polynésie française ) is a government official in France , a representative of the central government in French Polynesia with the rank of prefect . The institute of high commissars at the beginning of the 20th century was borrowed by the French from the English colonial system . The High Commissioner, or the High Commissioner of the Republic, was appointed to manage the protectorates or dependent territories not fully under the sovereignty of France , while the governor was appointed to manage the colonies . The responsibilities of the High Commissioner in French Polynesia are governed by the Organic Act of 2004 [1] , according to which he is responsible for the security of the territory and the guarantee of the implementation of the law. The post was introduced in March 1977 , replacing the governor of French Polynesia. Until 1984, the commissioner also headed the government of French Polynesia, and from September 14, 1984, he transferred these functions to the elected chairman of the government.
