Departmental communication network - until 2003, as well as special-purpose communication networks (after 2003), telecommunication networks in the Russian Federation created for the production and special needs of state authorities and large state enterprises , state corporations. Departmental communication networks can play the role of a data transmission medium ( intranet ) and the organization of internal telephone communications .
Often in departmental telephone networks , direct telephone lines are used , providing a connection with only one user, without the possibility of dialing other subscribers. In such cases, the call switching may be absent altogether or performed manually by the dispatcher (called on a single line).
Often departmental telephone communication networks have access to the public communication network for some subscribers with a telephone number change or with the addition of a prefix (similar to DID , see also DISA ). Similarly, computer communication networks can have access to the international open Internet network, as a rule, such permission is issued only to individual users or groups of users in connection with a production need, etc. Departmental communication networks are also used to provide communication services to the public and other users.

Legislation
The concept of departmental communication networks was part of the Federal Law of 02.16.1995 No. 15-FZ “On Communications” (as amended on 07.17.1999), where Article 8 was present. “Departmental communication networks, separate communication networks of individuals and legal entities” [1 ]
The term special purpose communications network was introduced by the 2003 Law on Communications. These networks are intended for:
- for the needs of public authorities;
- Russian defense;
- state security;
- law enforcement. [2]
In the law that has been in force since 1995, such networks did not have a separate designation, the corresponding article was called Communication Networks for the needs of management, defense, security and law enforcement in the Russian Federation . [1]
Vladimir Putin signed the Federal Law “On Amending the Federal Law“ On Communications ”on March 2, 2016, which was adopted by the State Duma on February 19, 2016 and approved by the Federation Council on February 26, 2016.
In order to expand the possibilities of using communications for the needs of state authorities, the needs of the country's defense, state security and ensuring the rule of law, the Federal Law establishes that special-purpose communications networks can be connected to public communications networks without being transferred to the category of public communications networks based on operators communications and owners of special communication networks of contracts for the interconnection of telecommunication networks.
In this case, the Federal Law introduces the concept of “owner of a special purpose communication network”, which means managing the special purpose communication network, including through the corresponding control centers, and owning it under the right of operational management of the federal executive body, its territorial body, and a federal unit executive authority, which exercises certain powers of the specified federal authority.
The owner of a special purpose communication network can be allocated a numbering resource from the numbering resource of a public communication network.
Federal law specifies that special-purpose communication networks cannot be used for the provision of interconnection services and traffic transmission services on a fee (along with the already-prohibited ban on the use of special-purpose communication networks for the provision of communication services for compensation).
Federal law establishes that public telecommunication network operators are obliged to provide connection services to owners of special purpose communication networks in accordance with the rules for connecting telecommunication networks and their interaction, approved by the Government of the Russian Federation.
Along with this, the Federal Law provides for the right of the federal executive body in the field of communications to seize in whole or in part the numbering resource allocated to the owner of a special purpose communications network, as well as the grounds for such an exemption.
In accordance with the Federal Law, the Government of the Russian Federation is empowered to establish the procedure for the indicated exemption and to determine by the federal executive body authorized to exercise control over the use of the numbering resource allocated to the owner of the special communication network.
