TEFI - Russian national television award for the highest achievements in the field of television arts. It was established by the Academy of Russian Television Foundation on October 21, 1994 [1] . The award was to become the Russian analogue of the American television Emmy Award.

To participate in the TEFI-1999 competition, works were accepted that were produced and first aired on the territory of Russia from January 1, 1998 to January 1, 1999 [2] .
Content
Ceremony
The fifth award ceremony was held May 27, 1999 in the State Central Concert Hall "Russia" [3] . There were no permanent presenters announcing prize winners at this ceremony [4] . The television version was broadcast by the RTR television channel [4] .
