Biography

Born in a working-class family, Finn. He graduated from elementary school.

In March 1917 he joined the ranks of the Red Guard , took part in the October armed uprising in Petrograd and the storming of the Winter Palace . Member of the RSDLP (b) since 1917.

In the ranks of the Finnish Red Guards he participated in the civil war in Finland . In March 1918, with a detachment of Red Guards, he returned to Petrograd and was sent to the Olonets province to repel the Belofin intervention . In the fall of 1918, he trained at command courses in Petrograd, was appointed commissar of the 1st Finnish regiment, and fought on the Western Front .

In 1920 - commander of a rifle regiment on the Polish front .

In 1921 he participated in the suppression of the Kronstadt uprising .

The company commander of cadets of the International School of Red Commanders (International Military School) and the deputy Toivo Antikainen in the legendary 1922 ski trip to Kimasozero to defeat the Karelian uprising .

In 1925 he was sent to the Autonomous Karelian SSR as the head of the Territorial Administration of the Red Army , authorized by the People's Commissariat for Military and Naval Affairs of the USSR in the republic. Participated in the formation of the Karelian Jäger Brigade .

In 1929 he was appointed People's Commissar for Military Affairs of the Autonomous Karelian SSR, elected a member of the Central Executive Committee of the Autonomous Soviet Socialist Republic.

In 1932-1933 - Chairman of the Karelian Regional Council of OSOAVIAHIM.

In 1933-1937 - Secretary of the Central Executive Committee of the AKSSR, in 1935-1936 - First Secretary of the Kesteng District Committee of the All-Union Communist Party of Bolsheviks .

He was arrested on September 14, 1937 in the “ Gulling - Rovio ” case, convicted on April 3, 1938 under article 58-10-11 of the special triple NKVD of the KASSR . Shot on November 7, 1938 in Levashovo .

He was posthumously rehabilitated on December 9, 1955 , reinstated in the ranks of the CPSU .

The name of I.E. Heikkonen in 1987 was assigned to a street in Petrozavodsk .
