Biography
Son of a priest In June 1899 he graduated from the Ekaterinburg real school. From 1905 he was under police surveillance [3] . In December 1906, he graduated from St. Petersburg Technological Institute with a degree in engineering technology. In May 1907 he entered the Ekaterinburg district zemstvo government as head of the appraisal department. In 1908 he was involved in the case of the Popular Socialist Party, but he disappeared. Then he was sent abroad [3] . From November 1, 1910, he served in the Perm Province Zemstvo Administration as Head of the Evaluation and Statistics Department. He was in this position until 1918.
Since 1917, an active member of the Cadet Party.
- From March 19, 1917 - member of the bureau of the Perm Provincial Peasant Union,
- From March 29, 1917 - member of the Perm City Duma and member of the Perm Provincial Food Committee,
- From April 18, 1917 - member of the Executive Committee of the Peasant Union of the Perm County.
In November 1917 he was elected to the All-Russian Constituent Assembly in the Perm constituency according to list No. 5 (cadets) [3] . He was also a member of the Organizing Committee of the Perm Provincial Peasant Congress and Deputy Chairman of the Perm Provincial Food Committee.
In December 1918 he moved to the city of Vyatka.
Until March 1921, he was the head of the Perm Regional Bureau of Statistics. Known as a lecturer in political economy and economic geography.
