Biography
Orthodox. From the hereditary nobles of the Courland province.
In 1883 he graduated from the Law Faculty of St. Petersburg University with a candidate ’s degree, was left at the university to prepare for a professorship in the department of civil law. I read law at the Mining Institute .
In March 1886 he entered the service of the Ministry of Justice for the criminal branch, from which he was soon transferred to the legislative branch. In 1892 he was appointed a member of the Riga Regional Court. In 1894, he returned to legislative work in the Ministry of Justice, mainly engaged in the clerical work of the Special Meeting on the General Review of the Laws on the Judicial Section, chaired by the Minister of Justice Muravyov .
On January 1, 1897 he was appointed legal adviser to the Ministry of Justice, and later that same year he moved to the State Chancellery as an assistant state secretary of the State Council and was sent to study in the department of civil and spiritual affairs. During the preparation for the celebration of the anniversary of the Council, he was part of a group of officials who prepared and published the anniversary album, including helping I. Repin with the organization of work on the painting .
January 1, 1902 was appointed and. e. State Secretary of the State Council, and a year later he was approved in the post and then appointed State Secretary of the Department of Laws of the State Council. In 1905 he was promoted to acting state councilor . In May 1906, he was approved as state secretary of the reformed State Council; managed the Second Legislative Division of the State Chancellery.
September 7, 1912 he was appointed senator with the production of Privy Councilors , was present in the 1st department and several presences. On May 1, 1914, he was appointed a member of the Council of State with a registered Higher Decree and remained a senator. He was a member of the right group. In August 1915, he was elected from the Council of State as a member of the Special Meeting to discuss and combine measures for the transportation of fuel, food and military cargo. In accordance with the Decree of the Provisional Government of May 4, 1917 on the abolition of the posts of members of the Council for appointment, it was left to the state. On October 25, 1917, he was dismissed by Decree of the Council of People's Commissars of 12/14/1917.
Since the mid 1880s He wrote critical articles in The Week, Russian Review, and others. A separate publication was the book Count Count N. Tolstoy as an Artist and a Moralist (1887).
Family
He was married to Nadezhda Lvovna Obukhova, born Tolstoy (1856-1926) [1] . Their kids:
- Cyril (1894-1895)
- Yuri (1895-1975), a graduate of the Imperial School of Law [2] , a graduate of officer courses of the Page Corps , the captain of the Life Guards Preobrazhensky Regiment. During the Civil War he was a duty officer under General G. D. Romanovsky . In exile in France, he was engaged in literary activities, collaborated in the Renaissance magazine, published historical essays and memoirs [1] .
