In 1937 he graduated from the faculty of special purposes at the People's Commissariat of Finance of the USSR.

- 07/12/1949 - 10/13/1957 1st Deputy Chairman of the Council of Ministers of the RSFSR.
He was elected as a deputy of the Supreme Council of the USSR of the 4th convocation.
He died on October 13, 1957 in Moscow, and was buried in the Novodevichy cemetery .
