Mikail Jabbarov was born on September 19, 1976 in the city of Baku. Married, has 2 children.

2010 year, November 8 - By the Decision of the Cabinet of Ministers of the Republic of Azerbaijan, the “Extended Master Plan for the conservation of the historical center of Baku” was approved. [25]
2010-2012 - Work was done to restore immovable historical and cultural monuments of state and world significance:
- Work was carried out on the restoration and conservation of the Small Caravanserai, which is a medieval monument;
- The Mohammed Mosque, which is an architectural monument of world significance, has been completely restored;
- Repair and restoration work was carried out on the “Market Square” (the religious-architectural complex “Syratagly”);
- A large part of the Fortress Wall has been restored, the surrounding area has been improved. The 15th tower, which was destroyed at the beginning of the twentieth century, is located and completely restored.

2015 - On the initiative of the Ministry of Education, the Maarifchi Student Loan Fund was established by state higher educational institutions of the Republic of Azerbaijan. April 17, 2018 - a twinning project entitled "Support to the Ministry of Taxes in determining transfer prices and developing counter-measures against tax evasion" was launched. [56]
May 2, 2018 - The Department of Control over Export-Import Operations was created under the Ministry of Taxes. [57]
2018 year, June 29th - In order to improve management efficiency, increase control over tax revenues and the activities of tax authorities, structural changes were carried out in the Ministry of Taxes. [58]
In 2018, comprehensive measures were taken in the tax system to reorganize management principles, improve tax administration, ensure transparency, and increase mutual trust between taxpayers and tax authorities. [59]
On December 20, 2018, the President of the Republic of Azerbaijan signed the Law "On Amendments to the Tax Code of the Republic of Azerbaijan." [60]
On January 1, 2019, amendments to the Tax Code came into force, covering 5 main areas (supporting entrepreneurship, reducing the shadow economy and tax evasion, expanding the tax base, improving tax administration, improving the efficiency of tax benefits). [61]

2019 - a significant increase is observed in the specific weight of the turnover drawn up on electronic invoices for the first 5 months of 2019 compared with the corresponding period of the last year. [69]
July 24, 2019 - the structure of the Ministry of Taxes was approved by order of the President of the Republic of Azerbaijan. [70]
In January-June 2019, positive results were achieved in the field of tax revenues, transparency and legalization of the labor market. [71]
Criticism
2013-2017 - The systemic anti-corruption measures undertaken by the Ministry of Education were not assessed by the expert community as sufficient. Some experts called for more drastic measures, but no real proposals were presented.
2016 year - The statement was critically greeted that "In the new education system, it is wrong to evaluate students' knowledge through tests." The society took this statement as the abolition of test exams. However, in the statement it was said that with the adoption of new education standards, there will be a need for new tools for assessing knowledge. After a while, the State Examination Center issued a similar statement, explaining that the changes do not imply the abolition of the test approach.
