The 23rd European Women's Volleyball Cup was held from November 7, 1982 to February 13, 1983 with the participation of 23 club teams from the member countries of the European Volleyball Confederation (EKV) . The final stage was held in Ankara ( Turkey ). The winner of the tournament for the third time in its history and for the third time in a row was the Soviet team “Uralochka” (Sverdlovsk) .

Draw System
The tournament was attended by the champions of 23 countries of the EKB. The competition consisted of the 1st round, 1/8 and 1/4 playoff finals and the final stage. Directly in the 1/8 finals, they got the opportunity to declare their representatives of the country, whose teams in the previous draw played in the 1/4 playoffs. The remaining 1/8 participants were determined during the 1st round. In connection with the refusal to participate in the draw of teams from Bulgaria and Romania, vacant direct seats in 1/8 were given to teams from the GDR and Czechoslovakia.
The final stage consisted of a one-round tournament with the participation of four winners of the quarter-final pairs.
