Biography

From the Swedish (according to other German information) family of the employee (according to other data of the installer ). He graduated from the 4-class city school in Moscow, the 4th Kiev school of ensigns in 1916 and the Military Academy of the Red Army named after M.V. Frunze in 1928 (specialty - topographer ). Member of the RSDLP (b) since 1914.

Until April 1941, the sentence served in the Yenisei ITL of the NKVD, later in the Krasnoyarsk ITL of the NKVD, and later in the Separate Camp Site of the 4th construction district of the UITLK UNKVD in the Krasnoyarsk Territory. Died March 27, 1945 suddenly during work. The definition of the HCVF of the USSR of November 26, 1955 rehabilitated posthumously.

“A preliminary and official investigation established that Ulmer from 1937 was a member of an anti-Soviet conspiratorial terrorist organization operating in the system of the NKVD, into which he was recruited by an enemy of the people of Frinovsky.

On instructions from the leaders of the anti-Soviet conspiratorial organization, Ulmer, together with other members of the anti-Soviet organization, harbored conspiratorial right-Trotskyist cadres from exposure, and together with other participants in the conspiratorial organization carried out subversive wrecking activities aimed at weakening the combat effectiveness of the NKVD troops ... "
