The civic assembly in San Marino took place on March 25, 1906 and became the first assembly of homeowners in the country in the last three centuries.
Since the Middle Ages, the Assembly of Citizens, or Arengo , has had supreme power in the republic. However, starting from the 17th century, the Assembly formed the General Council for governing the country. In turn, the General Council for centuries refused to convene the Assembly of Citizens, adopting a law by which it became possible to co-opt members into the council, and thus becoming completely independent of the Assembly.
At the beginning of the 20th century, the Socialist Party called for the restoration of democracy in the country. After some delay, the Assembly of citizens gathered on March 25, 1906 in the parish church. Homeowners had to answer questions about whether the practice of lifelong co-opting of council members should continue [1] and whether the composition of the council should be proportional to the population of the communes it represents [2] . The first proposal was rejected by 90.65% of the vote, and the second - supported by 94.89%. [1] [2] After that, on June 10, 1906, the first ever General Council elections were called for in San Marino.
