He graduated from the 4th Moscow Cadet Corps (1882) and the 3rd Military Alexander School (1884), from where he was released as a lieutenant in the Life Guards Volynsky Regiment .

In 1893 he graduated from the Nikolaev Academy of the General Staff on the 1st category. In the years 1901-1905 was the chief of staff of the 18th Infantry Division . Then he commanded the 184th Infantry Reserve Warsaw Regiment (1905–1910) and the 2nd Brigade of the 4th Siberian Rifle Division (1910–1912).

General Matveyev, personally directing the actions of the columns under enemy fire, showed amazing courage, perseverance and stewardship. 

In March — May 1915, he commanded the 2nd Brigade of the 78th Infantry Division, with which he participated in the battles for the mountain Makkovka . From July 7 to July 17, 1915 he was commander of the 37th infantry division . September 1, 1915 he was appointed commander of the 3rd infantry reserve brigade, and the following year - promoted to lieutenant general with the approval of the post.

In June 1917 he was dismissed from service for his illness. Participated in the White movement in the composition of the All-Soviet Union and the Russian army of Baron Wrangel . In the book "Last abode: Crimea. 1920–1921 ”refers to the former royal officer Matveyev Mikhail Lvovich, born in Kiev, born in 1863, who lived in Livadia and was shot by the Bolsheviks in Yalta on December 21, 1920 [1] .
