Kazimieras Frantsevich Liaudis ( lit. Kazimieras Franco Liaudis ; December 28, 1900 [ January 10, 1901 ] - May 23, 1989 ) - state and party leader of the USSR and the Lithuanian SSR , major general , participant in the Civil and Great Patriotic Wars . Hero of Socialist Labor ( 1976 ).

Biography

Born in Baysogal of the Coven province (now the territory of Lithuania ) in a working class family.

In 1912 he graduated from the first group of a factory school in the city of Kamenskoye, Yekaterinoslav province , and since February 1913, he worked as an engineer on a metallurgical plant in Kamenskoye.

In November 1917 he joined the Red Guard , and in February 1918 - in the Red Army . He participated in the Civil War .

From February 1918 to January 1919 - the commander of the partisan detachment Kolosov in the Yekaterinoslav province.

From January to June 1919 - an employee for the assignment of the political department of the division of the 2nd Army of the Southern Front . From June 1919 to January 1920 - platoon commander of a separate cavalry squadron of the 14th Army of the Southern Front.

From January 1920 to January 1921 - platoon commander of the 58th cavalry regiment of the 58th division of the 12th army of the Southwestern Front . Since January 1921 - platoon commander of a separate communications company of the 13th Rifle Corps of the Turkestan Front.

In May 1924, he was discharged and returned to Kamenskoye, where he worked as a gasman at the blast furnace shop at the F.E. Dzerzhinsky Dnipropetrovsk Metallurgical Plant. In February 1925 he joined the RCP (b) .

From January 1926 to March 1927 he worked as an inspector of the district department of public education in Dnepropetrovsk, then again worked at the F.E.Dzerzhinsky plant as secretary of the party cell of the blast furnace shop.

From January 1929, he was an instructor at the Kamensky District Committee of the Communist Party (b) of Ukraine, and from August 1929, he was the head of the propaganda department of the Domanevsky District Committee of the Communist Party (b) of Ukraine.

From October 1930 to May 1931, he was an instructor in the Pervomaisky District Department of Education. From May 1931 to February 1932 - Chairman of the trade union committee of the blast-furnace shop of the Dnipropetrovsk Metallurgical Plant named after F. Dzerzhinsky. Then again called up for military service.

From February 1932 he served in political positions in the Ukrainian military district : executive secretary of the party bureau of the military unit, from March 1933 - the 120th separate artillery regiment. In February 1935 he was transferred to the fleet as commissar of the military unit of the Pacific Fleet . From November 1935 to August 1937 - senior instructor, then inspector of the Political Administration of the Fleet. Since August 1937 he was at the disposal of the Political Administration of the Fleet. In December 1939 he was demobilized.

Since December 1939, he worked as deputy head of the construction department of Yuzhenergostroy in Dneprodzerzhinsk. In September 1940, he returned to study at the Metallurgical Institute, however, after the Germans occupied the city in August 1941, he went underground.

From 1941 to 1943 he was secretary of the Dneprodzerzhinsky underground city committee of the Communist Party (b) of the Ukrainian SSR . After the city was liberated in October 1943, he was appointed head of the personnel department of the Dneprodzerzhinsky city committee of the Communist Party (b) of Ukraine.

In August 1944 he was transferred to party and Soviet work in the Lithuanian SSR . From August to December 1944 - First Secretary of the Birzai Ukom KP (b) of Lithuania. From December 1944 to January 1945 he was secretary, and from January 1945 to March 24, 1947 he was the third secretary of the Central Committee of the Communist Party (Bolsheviks) of Lithuania.

From March 13, 1947 to July 17, 1950 - Deputy Chairman of the Council of Ministers of the Lithuanian SSR and at the same time Minister of Agriculture of the Lithuanian SSR. From June 1950 to June 1953, he was the first secretary of the Klaipeda regional committee of the Communist Party (b) - the Communist Party of Lithuania. From June 11, 1953 to February 16, 1954, he was the second secretary of the Central Committee of the Communist Party of Lithuania.

In October 1953 he was sent to work in the state security bodies of the republic as their leader, in the same year he was awarded the rank of colonel . From October 7, 1953 to March 27, 1954 - Minister of the Interior of the Lithuanian SSR. From March 27, 1954 to October 30, 1959 - Chairman of the State Security Committee under the Council of Ministers of the Lithuanian SSR. He became the first Chairman of the KGB of Lithuania.

On January 14, 1956, Liaudis was awarded the title of Major General .

Since January 1960 - retired. From 1960 to 1986, he was chairman of the Audit Commission of the Communist Party of Lithuania. He was a deputy of the Supreme Council of the USSR of several convocations (3rd, 4th and 5th).

By a decree of the Presidium of the Supreme Soviet of the USSR of January 9, 1976, for his active participation in the Civil and Great Patriotic Wars, for many years and impeccable work in party and state bodies and in connection with the seventy-fifth anniversary of his birth, Liaudis Kazimeras Frantsevich was awarded the title Hero of Socialist Labor .

He lived in Vilnius . He died on May 23, 1989 . He was buried in Vilnius.
