Biography
Born in the village of Ostashino (referred to as Ostashkino, Tsivinsky volost of the Novogrudok district of the Minsk province , now part of the Novogrudok district of the Grodno region of Belarus ). By nationality - Belarusian . He graduated from a village school, then a railway school in Moscow . Since February 1918, he worked as a packer and bookkeeper at the People's Commissariat of Education of the RSFSR , at the same time he studied at the Moscow City People's University named after A. L. Shanyavsky .
In the Red Army since March 1920 . He served in the 7th and 1st reserve regiments as a Red Army soldier , since July of the same year - while studying. In October 1921, Nagorny completed military chemical courses at the Higher Military Chemical School of the Red Army, after which he was appointed head of the chemical service of the rifle regiment, then the division, and in the same year joined the CPSU (B.) . While still a cadet, from May to October 1921 he participated in the battles to suppress the Tambov uprising of A. S. Antonov in the Tambov province .
In the early years of military service he served in the chemical troops of the Red Army . Since October 1921 - Head of the Chemical Service of the 79th Kronstadt Rifle Regiment of the 7th Omsk Rifle Division . In October 1924 - September 1925 he studied at the Chemical Courses for Improving the Command of the Red Army. In October 1925 he became the head of the chemical service of the 1st Rifle Division, in December 1925 - the head of the chemical service of the 4th Rifle Corps , in February 1927 - the head of the chemical service of the artillery inspection of the Belarusian Military District .
In 1927 he was transferred to the USSR Air Defense Forces and was appointed assistant chief of staff of the 6th Air Defense Brigade in the Belorussian Military District. Since August 1928 - assistant chief of staff of the air defense sector of the Belarusian military district, and since June 1929 - head of the air defense center of the city of Bobruisk . A new field required new knowledge.
In January 1930 he graduated from the courses of air defense instructors of the Red Army ( Leningrad ). After graduation from February 1930, he held the positions of assistant to the head of the sector, deputy head of the sector of the 6th Directorate of the Headquarters of the Red Army , since June 1932 - head of the sector of the 1st department of the Air Defense Directorate of the Red Army. Since December 1932 - while studying at the Academy.
In 1933, Nagorny graduated from the Military Academy of the Red Army named after M.V. Frunze and again served in the Air Defense Department of the Red Army as head of the sector. In January 1935, he took the post of deputy chief of the first air defense department of the Red Army. He participated in a trip with a group led by I. Yakir to the French air defense exercises in August - September of the following year.

Major Nagorny outlined all his achievements in a memorandum sent to the General Staff in July 1937, “Conclusions and proposals in the field of air defense based on experience in Spain.” In it, he analyzed the actions of anti-aircraft artillery to destroy enemy aircraft and evaluated the role of medium-caliber anti-aircraft guns in modern warfare. Upon his return from Spain, he was at the disposal of the Office for the commanding officers of the Red Army, working in a group to generalize the experience of military operations. Wrote 4 brochures on air defense issues.
In January 1939, the brigade commander Nagorny began work at the F.E.Dzerzhinsky Military Academy . He was a teacher, from August 1939 - head of the department of air defense tactics at the faculty of anti-aircraft artillery. Since October 20, 1939 - Associate Professor.
In 1940, Nagorny was awarded the military rank of " Major General " [1] .
In June 1940 he returned to the army as an assistant commander of the Odessa Military District for air defense, in August 1940 he took the post of head of the air defense department of the operational directorate of the General Staff. In January 1941, the Air Defense Directorate was transformed into the Main Directorate of Air Defense, and Nagorny was appointed to the new Main Directorate of Air Defense as the head of the first department. In February 1941, he was appointed chief of staff of the Main Directorate of Air Defense of the Red Army.

In early October 1941, enemy aircraft raided the Voronezh Aircraft Plant. Voronezh air defense troops had only ineffective anti-aircraft artillery, and fighter planes refused to provide him with the leadership of the Air Force of the Oryol Military District. Since July 1944, at the same time - deputy commander of the Red Army artillery for air defense forces, at the same time was the chief of the Central Headquarters of the Air Defense Army (since March 1945 - chief of the Main Staff of the Air Defense Forces - deputy commander of the Red Army artillery for the Air Defense forces). After the war ended (from May 1946 ), the chief of the General Staff is the first deputy commander of the Air Defense Forces of the country. From April 1951 to July 1952 - commander of the air defense forces of the Baku region.
On July 7, 1952, he was appointed commander of the USSR Air Defense Forces.
In June 1953, the troops of the airborne border line were merged with the Air Defense Forces of the country, the newly formed structure was no longer led by Nagorny. In July 1953, he became commander of the Moscow Air Defense District .
In May 1954 he became assistant commander in chief of the Air Defense Forces, in August 1955 he was dismissed from the USSR Armed Forces to the reserve for health reasons.
He lived in Moscow. He died on July 11, 1985 .
