The course of events
On September 15, 1961, officers of the USSR Ministry of Internal Affairs attempted to detain 5 people who were intoxicated in a public place. Hooligans gave them armed resistance. The clash with police quickly escalated into riots against law enforcement. About 700 residents of the city took part in the riots.
Seeing the inability of the police to cope with the unrest, the party leadership issued an order to send troops into the city. Smoke bombs and then firearms were used to quell the uprising. As a result of the riots, finally suppressed by September 16, 1961, one person died, the seven most active instigators of the riots were arrested and subsequently convicted.
