Duma of the Chukotka Autonomous Region

On December 15, 1990, the Law of the RSFSR “On Amendments and Additions to the Constitution (Basic Law) of the RSFSR” in Article 83 established that “the Autonomous Okrug is part of the RSFSR and may be included in a krai or oblast” ^[3] , which determined the consolidation of the right of the autonomous okrug to secession from the territory (region) and direct entry into the Russian Federation, this is reflected in the decision of the Constitutional Court of the Russian Federation in the case on the verification of the constitutionality of the Law of the Russian Federation of June 17, 1992 “On direct entry Chukotka Autonomous Okrug into the Russian Federation ” ^{[4] [5]} .

After the signing of the Federal Treaty in 1992 and the adoption of the Constitution of the Russian Federation on December 12, 1993, the autonomous okrugs were proclaimed full-fledged subjects of federal relations and received a regulatory framework for organizing interaction with the center based on the delimitation of subjects of competence and authority ^[5] .

The Decree “On Elections to the Representative Body of State Power of the Chukotka Autonomous Okrug in 1994” of January 11, 1994 defined the name of the new representative body - the Duma of the Chukotka Autonomous Okrug - and provided for at first 2 chambers: Upper - the chamber of the territory (9 deputies), and Lower - House of Representatives (6 deputies). The elections are scheduled for April 10, 1994, the term of office of the deputies is provided for two years. The Regulation “On Elections to the Representative Body of State Power of the Chukotka Autonomous Okrug” was developed, as well as the Regulation “On the Organization and Activities of the Representative Body of the Okrug - Duma of the Chukotka Autonomous Okrug” ^[6] .

1 convocation After the April 10, 1994 elections, 13 deputies were elected - 7 in the single-mandate constituencies and 6 in the three-member constituency for the term of office from 1994 to 1996 ^[6] , and S. A. Povodyr ^{[7] [8] was} elected chairman. The term of office was 2 years, but due to the combination of the election of deputies with the election of the Governor of the district, the term of office of the Duma of the first convocation was extended until January 19, 1997 ^[8] .

2 convocation. In the elections of December 22, 1996, 13 deputies were elected to 13 deputy seats, the I session was held on January 19, 1997, V. N. Nazarenko was elected the chairman by a majority of votes (8 out of 12), and V. V. Rudchenko was elected First Deputy ^[9] .

3 convocation. The Duma of the Chukotka Autonomous Region of the III convocation was elected in 2001 with a term of office until December 2005, the Chairman - Nazarenko V.N. ^[10]

4-convocation. The election of deputies of the Duma of the Chukotka Autonomous Region of the IV convocation is scheduled for December 25, 2005 ^[11] . The chairman is V. N. Nazarenko until 2008, from 2008 to 2011 - R. A. Abramovich ^[7] .

The 5th convocation of the Duma was elected on March 13, 2011, the powers expire in March 2016, the election date for the next convocation was set for September 18, 2016 ^[12] , and on March 16, 2014, additional elections were held in connection with the early termination of powers of deputies ^[13] . Chairman of the V convocation R. A. Abramovich, since July 2013 - A. D. Dallakyan, since June 2015 - V.V. Rudchenko ^[7] .

The Duma of the Chukotka Autonomous Okrug is unicameral, like all legislative bodies of the autonomous okrugs, and consists of 15 deputies (previously 12), the number of which is established by the Charter of the Autonomous Okrug (Article 28) ^{[1] [14] [15] [7]} . Deputies are elected by secret ballot by the population in a mixed electoral system, including a majority of the relative majority and proportional ^[15] ; Any citizen of the Russian Federation with electoral rights who has reached the age of 21 years by the day of the election, who lives in the territory of the Autonomous Okrug and has electoral rights in this constituency (Article 29 of the Charter) can be elected ^{(1] [14]} . 6 deputies are elected in single-mandate constituencies, 9 - in a single constituency ^[15] . The structure of the Duma is established by the charter of the Autonomous Okrug (Article 11) ^[1] .

6 convocation. The VI composition was elected on a single voting day on September 18, 2016 in the amount of 15 deputies, chairman A.I. Maslov.
