The mayor's powers, at that time very limited in terms of financing, were significantly expanded during the reign of Fiorello La Guardia in 1934-1945.

In 1961 , the mayor of New York received the right to approve the capital budget, make changes to the operating budget and reorganize municipal administrations. In 1975, part of the mayor’s powers regarding staffing and budgeting was transferred to the special commissioners [4]. In 1989, the powers of the Budget Committee were distributed between the mayor and the city council. [1] .

In October 2008 , the New York City Council voted to increase the maximum allowable number of terms of the mayor to three [5] . However, in 2010 , a referendum was held in New York, in which 76% of voters voted in favor of returning the two-term limit [6] .
