Voyloshnikov, Aviv Adrianovich

Aviv Andrianovich Voiloshnikov (March 18, 1877, the village of Tsagan-Oluyevskaya , Trans-Baikal Region - September 24, 1930, Moscow ) - a public figure, deputy to the Third State Duma from the Trans-Baikal Region .

Biography

Born in the village of Tsagan-Oluy, Transbaikal Region. In 1896 he graduated from the military medical assistant school in Chita . He served in the 1st Foot Battalion of the Trans-Baikal Cossack Army . Since 1898, is a member of the RSDLP . In 1906, he was arrested for storing the font of an underground printing house, was arrested and held for two months in a military guardhouse. In the absence of evidence, the case was discontinued [1] .

On October 14, 1907, he was elected to the State Duma of the III convocation from the Congress of Commissioners from Cossack villages of the Trans-Baikal Region . He joined the Social Democratic faction. According to historians, he was part of the Bolshevik wing of the faction [2] [3] , but according to the security department, he belonged to the Mensheviks [1] . Consisted of many Duma commissions [2] :

  • Local Government Commission,
  • Commission for Migration,
  • agricultural commission
  • land commission.

He put his signature on the bills "On the Spread of the Zemsky Provision on the Don Cossack Army", "On the Introduction of the Zemstvo in Siberia", "On the Free Port in the Mouths of the Ob and Yenisei", "On the Abolition of the Death Penalty", "On the Change of the Order of Cossack Outfits active service. " He made a statement on behalf of the Social Democratic faction about refusing to participate in the election of the Chairman of the Duma. Participated in the debate on the legislative assumption "On the reduction of the state commission to limit the lands of the Trans-Baikal Cossack Army" and on the draft state painting for 1908. He was expelled from the Duma by its chairman for 15 meetings for speaking about the Charter of military service [2] .

According to the Police Department in 1909, the illegal newspaper Pravda was sent to Vienna in the name of Voyloshnikov. [1] In 1911-1912 he collaborated in the Bolshevik newspapers Zvezda and Pravda [2] .

In 1913 he was elected chairman of the Trans-Baikal Trade and Industry Partnership Cooperatives. Since 1916, Chairman of the Board of the Trans-Baikal Region Council of Cooperatives. Since 1917, he has been a Menshevik. After the February Revolution is a member of the Transbaikal COB, and since 1918 - a member of the people's council. From September 23, 1919 to February 20, 1920 was a vowel of the Irkutsk City Council [4] . During the period of the existence of the Far Eastern Republic, he returned to Chita from Irkutsk, worked in cooperative organizations. In subsequent years, he worked in the system of cooperation in Novosibirsk, Saratov, Kazan, Moscow. Arrested on July 27, 1930 on charges of sabotage. On September 24, 1930, he was sentenced by the OGPU Collegium in the case of workers of Soyuzmyaso and Soyuzryba to death [5] . Rehabilitated September 26, 1957 .
