Biography

In 1936 he graduated from the Law Department of the University of San Francisco-Javier, opening a law practice. He studied international law at the University of Buenos Aires, worked in the legal department of the Ministry of Foreign Affairs.

  • 1941-1944 - First Secretary of the Embassy of Bolivia in Argentina,
  • 1946-1947 - Secretary General of the University of St. Francis Xavier, Deputy Ambassador to France.
  • 1947-1948 - Deputy Ambassador to Chile
  • 1949-1951 - Attorney in France, representative of Bolivia at UNESCO,
  • 1951-1957 - Counselor-ambassador of the Embassy in Brazil,
  • 1957-1964 - Member of the Council of the University of San Andres in La Paz,
  • 1964-1969 - Permanent Representative to the United Nations, in this position participated in the United Nations Conference on the Law of the Sea (Vienna, 1967),
  • 1969 - Minister of Foreign Affairs of Bolivia, was a party to the signing of the agreement on the establishment of the Latin American Free Trade Association in Montevideo,
  • 1969-1974 - the ambassador in Argentina, where he was involved in the construction of the Yasuiba-Santa Cruz railway, opened a representative office of Bolivia at the European Community, negotiated in Brazil on the start of deliveries of Bolivian gas,
  • 1974 - Appointed as a member of the Permanent Court of Arbitration in The Hague, then worked as a member of the Maritime Commission and the Institute of Sociology, was the editor of a number of legal publications, including the Journal of the University of Sucre and the editor of the journal of the Institute of Sociology and the Bulletin of the Geographical Society of Sucre. He taught at the University of St. Francis Xavier in Chukisaka, was elected vice rector. He taught in several other higher educational institutions of the country, in particular, as a professor at the Diplomatic Academy (1981-1989).
