Biography
He graduated from a cadet military college, then received a higher military education, was retrained in the United States of America. He taught at the Military Academy of the Army, was a professor at the Military Engineering Academy. Subsequently, he was appointed head of the army and the high command of the armed forces, permanent secretary of the National Security Council.
He was the commander of several military departments. In 1968 he was appointed Deputy Minister of Defense, and soon - the Chief of Staff of the Armed Forces. After the military coup in September 1969, led by General Owando Candia, he was appointed Minister of Foreign Affairs of Bolivia. In this post, he was an active participant in the process of nationalization of oil and gas companies. This period saw a significant aggravation of Bolivian-Chilean relations due to the issue of access to the Pacific coast.
Then he served as Ambassador of Bolivia in Ecuador, President of the Union of Military Men and Director of the Academy of Bolivian Military History. He was an adviser to the President of Bolivia, a member of the Advisory Committee on National Defense of the Senate. In recent years, he served as president of the Civil Committee for the Exit of Bolivia to the Sea.
