Biography
Born on June 11, 1862 in Astrakhan, the son of rear admiral, grandson and great-grandson of the “chief masters of mathematical and physical instruments” of the Black Sea Fleet. In 1874 he entered the St. Petersburg gymnasium of the Imperial philanthropic society . In 1881 he graduated from high school with a gold medal and is written on a marble plaque.
In 1881 he entered the faculty of law of St. Petersburg University . In 1884 received a silver medal for an essay on state law: "The progress of legislative work on the city situation of 1870." In 1885 he graduated from the course with a degree of candidate rights.
On June 1, 1885, he was assigned to serve in the codification department under the State Council with being ranked as such and was appointed assistant editor of volume V of the Code of Laws .
In the autumn of 1885 he was left at the university prof. HELL. Gradovsky for preparation for a professorship. In September 1886 he was for improvement in the sciences in Germany, worked in Greifswald under the guidance of prof. Shterka and in Berlin, under the guidance of prof. R. Gneist . Upon returning from abroad in October 1887, he passed the master's exam. In the fall of 1888, he delivered two test lectures at the faculty (Urban Organization in Russia and Prussia and Political Parties in the German Reichstag).
In December 1888, approved by the privat-docent of St. Petersburg. University in Public Law. In 1889, he taught at the university a special course in Public Law: "Self-government systems in the most important states of Western Europe." In 1890, he began lecturing on general state law.
In 1892 he began to read Russian state law to students of the faculty of Oriental languages. Since 1893, he has been reading the general course of Russian state law at the law faculty. Since the fall of 1890, he has been conducting practical classes with students (seminary of state law), and students have presented 34 reports over two and a half years on the development of both theory and positive state law.
Since 1889, he was a member of the Law Society at the Imperial University of St. Petersburg and a member of the editorial committee of the administrative department thereof, he presented reports on self-government issues.
In 1892 he published "The Basics and Limits of Self-Government" - the experience of a critical analysis of the main issues of local self-government in the legislation of the most important European states with the addition of 34 tables containing data on the Zemstvo representation in 34 provinces of Russia.
