From 1971 to 1992, it was awarded by the Venezuelan newspaper El Mundo , with the results of 1986-1992 being unofficial. Since 1986, the title of best football player of the year has been awarded based on a survey of the Uruguayan newspaper El País [1] . The winner is declared the “King of America's Football” ( Spanish: Rey del Fútbol de América ) [2] [3] .
The award is presented to the best footballer representing the CONMEBOL countries [K 1] , who received the largest number of votes according to the results of the publication’s polls over the past calendar year. Players participating in the Mexican Championship also participate in modern El País polls, as since 1998 Mexican teams have been participating in the Libertadores Cup draws [4] ; in addition, the Mexican team since 1993 has always been invited to participate in the America's Cup [5] . Performances in the national teams and club South American cups and championships held under the auspices of CONMEBOL and its associations are taken into account.
