He was born on May 30, 1915 in the settlement Makeevka now Donetsk region of Ukraine. He worked as an electrician in the blast furnace.

In the Red Army since October 1941. Member of the Great Patriotic War since October 1942. Fought on the Don, 1st, 2nd and 4th Ukrainian fronts.

He distinguished himself during the fighting on the territory of Czechoslovakia on February 23, 1945. On May 23, 1945, Lieutenant Panchenko Boris Konstantinovich was awarded the title of Hero of the Soviet Union with the award of the Order of Lenin and the Gold Star medal for the exemplary performance of the combat missions of the command and the courage and heroism shown at the same time.

Since 1946, Senior Lieutenant Panchenko in stock. He lived in the city Makeevka Donetsk region of Ukraine. He died on November 5, 1985.
