Biography
Born on October 14, 1947 in the city of Bugulma of the Tatar Autonomous Soviet Socialist Republic in a family of employees.
Graduated from Kharkov Law Institute ( 1971 ). In 1975 he defended his thesis “Deprivation of the right to occupy certain positions or engage in certain activities as a form of punishment under Soviet criminal law”.

Scientific activity
V. I. Tyutyugin published over 100 scientific papers, including study guides, 4 monographs , 2 of which are co-authored. He is a member of the team of 6 editions of textbooks on criminal law of Ukraine (both General and Special Parts), 5 editions of scientific and practical comments of the Criminal Code of Ukraine 2001 [4] , compiler of 4 collections of materials of judicial practice on criminal cases (2007-2012). The main areas of scientific research of Professor V. I. Tyutyugin are the problems of the concept and system of punishments, sentencing, release from punishment and serving it, repayment and removal of criminal record . In recent years, V. I. Tyutyugin’s research has also focused on research on criminal liability issues in the area of performance, crimes against justice, and other issues of criminal law science and the practice of applying the law .
