He received his secondary education in the city of Teteven , then entered the theological seminar of John Rylsky in Sofia , but in the second grade of the seminary he was expelled from it for "bad behavior."

In 1984, he was accepted as a student at the Sofia Theological Academy of Clement of Ohrid , which he graduated in 1989. He was spiritually fed by the hegumen of the Bachkovo Monastery, Archimandrite Galaktion (Tabakov) .

During his studies, on February 22, 1986 in the Cherepish Assumption Monastery, the rector of the seminary, Branitsky Bishop Gerasim, was tonsured a monk with the name Paul .

On March 11 of the same year, in the Vratsa Petropavlovsk Church, Metropolitan Krachnik of Vratsa was ordained to the rank of Hierodeacon , and on May 21 in the Vrachansky Konstantino-Eleninsky Church - in the dignity of Hieromonk .

December 1, 1986 was appointed rector of the St. Sophia Seminary Church of Clement of Ohrid in Cherepish, where he served until December 1987.

From December 1987 to September 1989 he served as the protosingel of the Diocese of Vratsa .

On March 11, 1989, by the decision of the Holy Synod, he was elevated to the rank of archimandrite in the Vratsa Petropavlovsk Church Metropolitan Vratsa Kallinik.

Returning to his homeland, from September 1991 to December 1992 he was again the rector of the seminary church and the teacher at the Sofia Theological Seminary. He was also short-term hegumen of the Cherepish Monastery and protosingel of the Starozagorsky Metropolis.

After a schism in the Bulgarian Orthodox Church in May 1992, following his confessor Metropolitan Galaktion, he joined the noncanonical “ alternative Synod ”, becoming its active leader.

On December 20, 1992, in the Paraskevin church in the city of Pleven, he was consecrated “bishop of Tiberiopolis” by hierarchs who went into schism led by Metropolitan Nevrokopsky Pimen (Enev) .

By the decision of the Pan-Orthodox Council held in Sofia from September 30 to October 1, 1998, Bishop Pavel, along with other schismatic bishops “for extreme condescension,” was accepted into the bosom of the canonical Bulgarian Church in the present rank as “Bishop of Levki”, having received the title of Bishop of Levki.

In December 1998, he was appointed vicar of the Varna diocese .

On March 1, 2000, he was relieved of his post as vicar of the Varna diocese and was appointed chairman of the church superiority of the patriarchal cathedral church monument Alexander Nevsky .

On July 1, 2002, he was relieved of his post and is located at the Holy Synod.

In 2010, he participated in the election of the head of the Dorostol Metropolis , receiving 10 votes, and eventually taking 2nd place.
