Born in Vitebsk, went to study in Switzerland and France. He graduated from the University of Bern and Zurich, was educated as an engineer and philosopher. He was fluent in five languages.
In 1917, in Switzerland, he published the treatise "The Jewish Question and His Solution" ( German Die Judenfrage in ihrem geschichtlichen Zusammenhang und Vorschläge ihrer Lösung ). [1] In the book, he described the history of the Jewish people and wrote about the need to create the state of Israel.
In Switzerland, he met Lenin and, at his invitation, came to Moscow to participate in the electrification of Moscow. [2] From 1918 to 1922 he worked as head of the electrical department in Moscow and the Moscow region. He was actively engaged in the electrification of Moscow and the Moscow Region, in particular, in 1921, on Lenin’s orders, they in the shortest possible time carried electricity to Lenin Gorki .
