Club “July 1” is an informal community of members of the Russian Academy of Sciences (RAS) who declared on July 1, 2013 that the bill on reform of state academies , which proposed the liquidation of the RAS, which was then submitted to the Duma , was unacceptable and that they refused to join the new Academy of Sciences established by the bill. ". The protests of the club members and the wider scientific community led to the fact that the provisions on the liquidation of the Russian Academy of Sciences and the creation of a new academy instead were excluded from the final text of the law. However, in subsequent years, the club also took a critical position in relation to reforms.
Content
Creation and operation of the club
The club was created on an emergency basis in connection with the unexpected [1] appearance of the bill on reform of the RAS.
The club was initiated by Russian scientists, including academicians V. E. Zakharov , A. V. Kryazhimsky , D. V. Shirkov , corresponding members of the Russian Academy of Sciences Yu. I. Manin and I. V. Volovich . In a statement to the President of the Russian Federation V.V. Putin , Chairman of the Government of the Russian Federation D.A. Medvedev , Chairman of the Council of the Federation of the Russian Federation V.I. Matvienko and Chairman of the State Duma of the Russian Federation S.E. Naryshkin it was said:
Expressing the categorical rejection of the draft Federal Law “On the Russian Academy of Sciences, the reorganization of state academies of sciences and amendments to certain legislative acts of the Russian Federation” 305828-6, sent to the State Duma, we declare refusal to join the new “RAS” if the law is adopted, since we do not consider it a legitimate and worthy successor and a replacement for the existing Russian Academy of Sciences, founded by Peter I [2] .
The first meeting of the club was held on July 8, 2013 at the Physics Institute of the Russian Academy of Sciences. P. N. Lebedeva (LPI) [3] .
Thanks to the firmly declared position and the club’s active actions in the summer of 2013, it was possible to find a certain compromise with the authorities and achieve amendments to the law on the reform of academies before its adoption ( Federal Law -253 of September 27, 2013). In particular, the law does not mention the termination of the existence of the RAS, RAMS and RAAS - instead, it is stated that the RAMS and RAAS “join the RAS” (Article 18, paragraph 1), and the norm on the possibility of “liquidation” of the RAS is canceled - it is mentioned ( Article 5) only on “reorganization” [4] .
In subsequent years (2014–2017), club members repeatedly criticized the ongoing reform of the Russian Academy of Sciences. Club member V. Ye. Zakharov praised the reform as a “historical mistake” that would “be considered a crime against Russian statehood” [5] .
2017 RAS Election
At the General Meeting of the Academy in March 2017, it was planned to hold regular elections of the Presidium of the RAS . However, they had to be postponed until the fall due to the sudden withdrawal of their candidatures by all candidates for the presidency, which was officially motivated by the need to adjust the rules of the election procedure. The club condemned the incident [6] : as stated in a statement, the adoption of such decisions at the last moment indicates that "... the crisis was created artificially and the elections were canceled under pressure from the authorities, which neither the presidential candidates nor the Presidium of the Russian Academy of Sciences could resist."
In early June 2017, the club initiated the collection of signatures of academics, member-members and professors of the RAS against the bill changing the procedure for the election of the president of the RAS, namely against the requirement of “coordination” of candidates with the government of the Russian Federation and limiting the number of candidates [7] . As a result, the State Duma Committee on Science and Education supported the amendment, which removes the limit on the number of coordinated applicants, and it was taken into account in the draft version adopted by the Duma in the second reading [8] .
Elections of the RAS leadership were held on September 25-28, 2017. Since, according to the club, the blame for the March breakdown lies largely with the applicants themselves, in early September a special appeal [9] expressed “bewilderment” by re-nominating one of them , urging members of the RAS to take this into account when voting. The appeal was signed by more than thirty representatives of the club and scientists who joined them [10] . A little earlier, the club members expressed their disagreement [11] in connection with the unreasonable, in their opinion, removal of two academicians, A. R. Khokhlov and V. A. Chereshnev , from the election. Under the current conditions, the club decided to support the candidates for the presidency of the Russian Academy of Sciences R. I. Nigmatulin and A. M. Sergeev “as the people most highly rated in the academic community” [12] . According to the election results, A. Sergeev became the president of the RAS.
