Valery Ivanovich Fedorov (born August 1, 1943 ) is a Russian figure in the internal affairs bodies, colonel general of justice . State Secretary - First Deputy Minister of the Interior of the Russian Federation ( 1999 - 2001 ).

Biography
Born on August 1, 1943 in the city of Kovrov, Vladimir Region .
He graduated from high school, then worked as a turner, a mechanic at the Degtyarev plant .
In the Armed Forces of the USSR since 1962 .
In 1969 he graduated from the Law Faculty of Perm State University
He worked as a third-class policeman in the city police department of the city of Kovrov, then as an assistant prosecutor in the city of Gubakha, Perm Region .
Since 1970 - at public work. In 1979 he graduated from the Academy of Social Sciences under the Central Committee of the CPSU
In 1983, he was appointed head of the political department.Internal Affairs Directorate of the Perm Region .
In 1988, he took the post of head of the Perm Region Office of Internal Affairs.
From 1990 to 1993 - People's Deputy of the RSFSR in the 64th West Ural National Territorial District.
December 4, 1995 Fedorov was appointed to the post of Deputy Minister of Internal Affairs of Russia. [one]
Since February 26, 1996 - State Secretary - Deputy Minister - Head of the Main Personnel Directorate of the Ministry of Internal Affairs of Russia . [2]
In 1996, he was a confidant of the candidate for president of Russia Boris Yeltsin during the election campaign.
In 1997, Fedorov was awarded the special title of Colonel-General of Justice .
Since April 1, 1999 - State Secretary - First Deputy Minister of Internal Affairs of Russia. Until July 1, 1999 he was the head of the Investigative Committee at the Ministry of Internal Affairs of Russia .
In 2000, Fedorrov became the confidant of the candidate for President of the Russian Federation Vladimir Putin .
April 26, 2001 was dismissed from the post of first deputy head of the Russian Ministry of Internal Affairs . [3]
In October 2001, Fedorov became a member of the Federation Council from the administration of the Vologda Oblast .
On January 30, 2002, Fedorov was elected First Deputy Chairman of the Federation Council Committee on Constitutional Legislation. [4] .
On January 28, 2004, he was re-elected first deputy chairman of the same committee [5] (he was re-elected on July 6, 2007 ). [6]
He was a member of the Commission of the Federation Council on Natural Monopolies, a member of the Commission of the Federation Council on Physical Culture, Sports and Development of the Olympic Movement, a member of the Russian delegation to the Parliamentary Assembly of the Council of Europe. [7]
June 1, 2012 left the Federation Council.
March 4, 2012 was elected to the Cherepovets City Council of the convocation of 2012-2017 in the municipal constituency.
Married, raised a daughter, has two grandchildren.
