Information Bureau (Hungary)

The Information Bureau ( Hungarian Információs Hivatal , IH) is a special service of Hungary , leading activities in the field of foreign intelligence [2] . Created after the revolution of 1989 and the creation of the Republic of Hungary, March 1, 1990 [3] . Along with other special services of modern Hungary, foreign intelligence was initially placed under strong civilian control. Laws on national security, which provide for strict civilian control over the activities of the special services of Hungary, were adopted in 1995 [4] .

History

On February 17-20, 1993, Director of the Foreign Intelligence Service of the Russian Federation Evgeny Primakov visited Hungary. According to the results of his visit, it was noted that "this is the first step in overcoming a four-year pause in relations between the special services of Russia and Hungary, which came on the initiative of the Hungarian side." According to the spokesperson, “cooperation between the special services of Hungary and Russia can only be equitable and mutually beneficial and will not be based on the ideological basis that was observed earlier” [4] .

In December 2001, the head of the Mossad , Efraim Halevi , visited Budapest, who held talks with all the heads of the special services of Hungary - the Office for the Protection of the Constitution, “Civil” and Military Intelligence. It was officially announced that the purpose of his visit was the exchange of information in connection with terrorist acts in the United States and terrorist attacks in Israel [4] .

After coming to power in 2010, the current Hungarian prime minister, Viktor Orban , immediately began decisively rebuilding the Hungarian secret services. So, in particular, the Information Bureau became subordinate to the Minister of Foreign Affairs [5] . September 1, 2012 The Information Bureau reports directly to the Prime Minister, State Minister under the Prime Minister Janos Lazar was appointed curator of this intelligence agency. In September 2012, Istvan Pastor, the former military attaché of Hungary in Washington, became the head of the Information Bureau [6] .

Functions

  • obtaining and analyzing data on foreign countries or organizations that can be used to ensure the security of the nation ;
  • identification of threats to the sovereignty of Hungary, political, economic or other significant interests of the country from foreign intelligence;
  • collecting information on international organized crime , terrorist organizations , the illicit trade in drugs and weapons, weapons of mass destruction and its components, as well as materials and equipment for their production;
  • studying the actions of other countries and organizations that threaten the country's economy ;
  • the identification and prevention of illegal international traffic in military and dual-use goods and technologies;
  • ensuring the safety of facilities and events with the participation of representatives of the Hungarian authorities in foreign countries;
  • national leadership and coordination in the field of cryptography ;
  • electronic intelligence .
