Representative of the Polish magnate family of the Rzhevus coat of arms “ Kshivda ”. The son of the governor of Podlaski and Podolsk, Mikhail Jozef Rzhevuski ( 1699 - 1769 ) from his second marriage with Francis Zetner.

In 1752, Frantisek Rzhevusky received the post of full crown crown. In 1764 he was elected ambassador ( deputy ) to the convocation diet. In July 1764, Stanislav August Poniatowski appointed Frantisek Rzhevuski as ambassador to St. Petersburg . He tried to build positive relations with Russia in order to obtain subsidies for the new Polish king to support reforms. However, his efforts were thwarted by the Prussian and Austrian ambassadors, as well as by Russian officials, including the almighty Orlov brothers.

In January 1765, Frantisek Rzhevuski was accredited as Extraordinary and Plenipotentiary Minister of the King and the Republic. The instruction of January 26, 1765 ordered F. Rzhevsky to appoint commissars at the request of Russia to demarcate the Russian-Polish border. According to the instructions, Frantisek Rzhevusky must seek compensation from the tsarist government for the damage that the Polish-Lithuanian Commonwealth suffered during the Seven Years War and the actions of the Russian army. However, due to the difficulties of the diplomatic mission, in March 1765, Frantisek Rzhevuski asked King Stanislaw Augustus for leave. On May 14, 1765, F. Rzhevusky left St. Petersburg , and his deputy, Yakub Psarsky, was appointed interim attorney in negotiations with Russia. In December 1765, Yakub Psarsky was officially appointed a Polish resident in St. Petersburg .

In 1766, it became obvious that due to limited opportunities and low rank, Yakub Parsky could not receive support from Russia during customs disputes with the Prussians. In June 1766, Frantisek Rzhevuski arrived in St. Petersburg , and Jakub Parsarsky went to Poland. At that time there was a crisis in Russian-Polish relations. Frantisek Rzhevusky could not do anything to improve relations with the Russian Empire. In January 1767, he asked for his resignation (formally went on vacation) and went to Poland, leaving his secretary Peter Moritz Gler in St. Petersburg as deputy. On March 20, 1767, the Polish Senate appointed Yakub Parsky as a resident in Russia.

In 1775 - 1783, Frantisek Rzhevuski held the post of Marshal of the Court Crown. In 1776, at the Sejm, he was elected Consul (Advisor) of the Permanent Council .

For his services he was awarded the orders of the White Eagle ( 1757 ) and St. Stanislav ( 1765 ).

In 1755, he married Julianne Skarbek, from whom she had no children.
