Biography
From the family of an official, a commoner. He graduated from the Ufa gymnasium, then in 1874 he graduated from the law faculty of Kazan University with a candidate's degree in law. He entered voluntary military service.
- In 1877-1878 he participated in the Russian-Turkish war.
- In 1878-1884 he served as a justice of the peace, was an indispensable member of the congress of magistrates of the Ufa province.
- Since 1891, a sworn attorney. One of the best lawyers in Ufa, received the flattering nickname "Ufa Zlatoust." He earned up to 8 thousand rubles a year.
- Since 1881, the vowel of the Ufa district zemstvo.
- In 1882-1913, the vowel of the Ufa City Council.
- Since 1902, the vowel of the Ufa Provincial Zemstvo.
- He participated in congresses of zemstvo and city leaders in Moscow, representing Ufa at them. He owned a plot of 250 acres and two houses (estimated at 2 thousand rubles).
March 26, 1906 was elected to the State Duma of the I convocation from the general meeting of electors of the Ufa Provincial Assembly. Non-partisan, in terms of views, is close to the Constitutional Democratic faction. I did not deliver speeches in the Duma. After the dissolution of the Duma in mid-June 1906 he returned to Ufa.
October 15, 1907 was elected to the State Duma of the 3rd convocation from the 1st Congress of City Voters. He was a member of the Constitutional Democratic Faction. Member of the commission on local self-government, commission on urban affairs, commission on the direction of legislative assumptions. Rapporteur of the Commission on legislative assumptions. He signed the bill “On Amending the Rules on the Procedure for Considering the State Painting”, as well as “On the Introduction of Zemstvos in Siberia”, “On the Establishment of Land Surveying Commissions in the Steppe Territory”, “On the Hiring of Trade Employees”, “On the Distribution of Regulations on Zemstvo Institutions to the Astrakhan Province” "," On the introduction of zemstvo self-government in the Arkhangelsk province "," On changing the city election law "," On the abolition of the death penalty. "
On October 19, 1912 he was elected to the State Duma of the IV convocation from the 1st Congress of City Voters. He was a member of the Constitutional Democratic Faction. Member of the editorial and administrative commissions, the commission on urban affairs, the commission on the transformation of the police into an empire. Member of the Progressive Block.
In 1916, the estate was listed behind him with 8 employees 1 verst from the village of Taptykovo in the Ufa province [2] .
On February 20, 1917, on the eve of the revolution, GV Gutop wrote: “It’s hard to live here at all. That we are starving and freezing would be nonsense. It’s easy to transfer everything when there is confidence that you are transferring for the success of the business you serve. But when you see that in everything - what’s next is worse — and you don’t even see a small ray of light, it’s hard to live ” [3] .
- March 2–13, 1917 was the head of the Duma’s internal routine commission.
- March 14-18, 1917 was the commissar of the Provisional Committee of the State Duma (VKGD) and the Provisional Government, accompanied by Grand Duke Nikolai Nikolaevich in Livadia.
- On March 19, 1917 he participated in a meeting of the Yalta Committee of Public Security, during which he gave explanations about the actions of the Provisional Government and the All-Russian Central Audit Commission.
- On the 20th of March, as part of the Duma’s delegation, he was in the field army and traveled around the troops of the 6th Corps.
- April 8, 1917 elected a member of the Provisional Higher Disciplinary Court.
- At the end of May, he is appointed a member of the Special Transcaucasian Committee (OZAKOM), moves to Tiflis to participate in the work.
- September 2, 1917, together with the chairman and members of OZAKOM, resigns.
The further fate and date of death are unknown [4] .
