Biography
Born on June 12 ( 23 ), 1790 ; came from nobles. He graduated from the Kharkov gymnasium (1808), and then the verbal department of Kharkov University on August 30, 1811 with a candidate ’s degree; received a master’s degree on May 3, 1813 and a doctor’s degree (thesis “On the Elegant”, written under the influence of Kant and printed in 1818) on June 30, 1815.
In 1816 he was appointed to the office of the Minister of Finance; in 1818 he got a job as a translator and in 1820 he was appointed scientific secretary to the 5th department of the office of the Ministry of Finance. In addition, in 1818-1819 he was first assistant editor ( Ya. V. Tolmachev ), and then editor of the journal of the scientific committee of the Imperial Philanthropic Society and in 1820 was awarded the Order of St. Vladimir , 4th class [1] . He was an employee of the journal “Competitor of education and beneficence. Proceedings of a free society of lovers of Russian literature ”(1818-1819).
In 1821, he was appointed ruler of the office to the State Commission for the Repayment of Debts and in 1826 - ruler of the office of the department of foreign trade. In 1828 he was promoted to state councilors and in 1829 he was appointed Astrakhan vice-governor ; in 1830-1832 he held the post of governor of Astrakhan, in 1832-1833 - of Tula .
In 1832 he was promoted to full state councilor ; in 1833, he was appointed Corrective Secretary of State in the Council of State for the Department of Laws. In 1835 he was appointed Governor of Orenburg , and in 1840 - Simbirsky .
In 1843 he was assigned to the Ministry of Internal Affairs and in 1845 he was appointed a member of the consultation established by the Ministry of Justice .
In 1847, he was entrusted with an audit of the 7th, 8th and General Meetings of the Moscow Departments of the Governing Senate, as well as judicial seats in the provinces: Moscow, Novgorod and Tverskaya. On January 25, 1848 he was conferred on Privy Councilors with the appointment of a senator. He was present in the departments: 6th (1848–1849), 7th (1849–1850), 2nd (1850–1853 and 1856–1861), Megeve (from June to December 1851) and in the 4th (1853-1856).
He died on March 6 ( 18 ), 1861 and was buried in St. Petersburg at the cemetery of the Novodevichy Convent .
