The coat of arms was approved by decision No. 7/3-rd of the Duma of the Balagan region of August 19, 2003. [one]

The coat of arms is entered in the State Heraldry Register under registration number 1333.

“The shield is crossed; at the top, in a golden field - an outgoing black two-headed eagle with golden beaks and scarlet (red) tongues, crowned by imperial crowns and accompanied at the top by the same larger crown (without ribbons); below, in a green field - three (two and one) golden Buryat triangular hats of “brotherly Cossacks” ”

The coat of arms of the Balagan region, in accordance with the Law of the Irkutsk Region dated July 16, 1997 N 30-03 “On the coat of arms and flag of the Irkutsk Region”, can be reproduced in two equally acceptable versions:

- with a free part - a quadrangular space adjacent to the edge of the shield with the image of the coat of arms of the region in it;
- without a free part.

Symbolism Description

The coat of arms of the Balagan region is taken from the historical coat of arms of the county town of Balagansk, Irkutsk governorate, highly approved on March 13 (24), 1777 , a genuine description of which reads: “In the upper half of the shield, gold, the Imperial eagle coming out; the lower part is green, with three triangular golden hats what kind of brotherly Cossacks are wearing, expressing the same field habitat of the surrounding city residents, and that they are going to file the entire city.

The eagle symbolizes courage, faith, victory, greatness, power

The black color in heraldry symbolizes prudence, wisdom, modesty, honesty and eternity of being.

Red - right, strength, courage, love, courage.

Gold is a symbol of the highest value, strength, strength, generosity. At the same time, gold is the color of the sun, grain, fertility.

The green part of the coat of arms shows that the Balagan region is basically agricultural.

The Balagan region is fully the heraldic successor of the county town of Balagansk, and the assignment of the historic city coat of arms of 1777 to the whole district is justified and meets modern heraldic and legal requirements.

The historical coat of arms of Balagansk was highly approved on March 13 (24) by Empress Catherine II, together with other emblems of the cities of the Irkutsk province (PSZ, 1777, Law No. 14598) [2] [3] .

The coat of arms of Balagansk was compiled in the Heraldic Office under the leadership of the heraldmeister of Prince M. M. Shcherbatov .

In the middle of the XIX century, during the heraldic reform of Köhne , a draft of the new coat of arms of the county town of Balagansk, Irkutsk province was developed (not officially approved):

In the golden field, the green tip is overturned by a concave tip, dividing the field into two parts in which Buryat triangular hats of “brotherly Cossacks” are in one green and one point is golden. In the free part, the emblem of the Irkutsk province . The shield is crowned with a silver walled crown and imposed on gold mallets connected by the Alexander ribbon .

In the Soviet period, the historical coat of arms of Balagansk was not used.

On August 19, 2003, by a decision of the Duma of the Balagan District, a decision was made to restore the historical coat of arms of Balagansk, which was highly approved on March 13, 1777, as the official symbol of the district.

The reconstruction of the historical coat of arms of Balagansk was carried out by the " Union of Heraldists of Russia ".
