Biography
Born July 28, 1926 in the village of Blagodarny (now the city of Blagodarny ). Father, Elisov Kuzma Ivanovich, worked as a police chief in the village of Blagodarnoe. In 1942, he volunteered for the front. According to the memoirs of a fellow soldier Ya.M. Kadykov, Kuzma Ivanovich died on June 10, 1942 when defending the city of Sevastopol from fragments of enemy shells. Mother, Galina Aleksandrovna, a housewife, Zinaida, an older sister, took an active part in the partisan detachment "Maxim", which during the war acted in Blagodarnensky and other areas of Stavropol.
World War II
In his native village, Elisov received secondary education. He studied well and excellently, with a special thirst for history and mathematics. In the summer of 1943 with. The grateful was freed from the Nazis, Boris Kuzmich began to work in a local prison as a fireman. In order to go to the front, he attributed to himself a year. He was believed in the military registration and enlistment office because he looked much older than his years. In February 1944, Elisov began serving in the Red Army. He studied at the Maykop school of snipers, after graduation he was sent to the 45th army. He fought on the 1st Belorussian Front in the infantry, in intelligence. In the battles for the capture of the village of Zokseldorf on April 17, 1945, Comrade Elisov, being in front of the front line, discovered an enemy cluster and a camouflaged machine gun. From living together, they had two children. Service in Kislovodsk
Since 1956, B.K. Elisov has been working as the head of the Kislovodsk city police department, which in a relatively short time is among the foremost in the region. The experience of Elisov is studied by the Ministry of Internal Affairs of the RSFSR, after which it is used throughout the republic. Of course, service in this difficult city with a difficult operational environment was the launching pad for the future Deputy Minister of Internal Affairs of the country. Here he deeply studied the police service, realized and tested in practice the significant role of the public in the prevention and fight against crime. Service as Deputy Head of the Stavropol Territory Administrative Department
In 1960, Elisov was appointed deputy head of the UOOP of the Stavropol Territory. In this multinational region, in fact, he was the first deputy chief of the regional administrative department of the territory and oversaw both the criminal and the public security blocs. He served 20 years in the region, having gone from the head of the passport office to the deputy head of the UOOP.
Service at the Chechen-Ingush ASSR
During the period of Elisov’s work, a new system of policing was introduced in this republic; night police and mobile police groups started working in a new way. During Elisov’s service, the best hospital in the North Caucasus was built for employees of the Ministry of Internal Affairs. The experience of service, acquired by him at the Chechen Academy of Sciences of the Autonomous Soviet Socialist Republic, was useful to him in Afghanistan.
Service in the Rostov Region
In 1970, Elisov was appointed head of the Internal Affairs Directorate of the Rostov Region, where, under his leadership, a radical restructuring of all air traffic control services was carried out. The emphasis is on the creation of special units (a regiment of mobile police groups was created in Rostov and other large cities of the region), as well as on work with the population (public law enforcement posts were created, which turned into centers for preventive work, etc.) and other important areas in the activities of the internal affairs bodies. New forms and methods are used in the organization of services in the fight against crime. As a result of these measures, public order, crime detection and prevention significantly improved. On the initiative of Elisov and with his direct participation in the city of Rostov-on-Don , a police school was opened.
Service in the central apparatus of the USSR Ministry of Internal Affairs
In autumn 1975, after 30 years of service in the difficult and difficult regions of the USSR, where he went through all the stages of police service: he worked as the head of the Ministry of Internal Affairs in the republic and the head of the Internal Affairs Directorate of the region, transferred to the central apparatus of the Ministry of Internal Affairs of the USSR. He is appointed the head of the UASM (Office of the Administrative Police Service), which, after a few months, under his leadership, was transformed into the GUOOP (Main Directorate for the Protection of Public Order) and eventually becomes the leading Commander in the Ministry of Internal Affairs. Working in the Ministry of Internal Affairs, he implements the best and time-tested in the scale of the Union:
- In 1978, a radical reorganization of the patrol service was carried out, which stands out as an independent structure. For the first time in the history of the Ministry of Internal Affairs, combat units are being created specifically designed to patrol streets. As a result, the disclosure of every third crime was carried out with the participation of combat units;
- Other important directions that are part of the Glavka structure have also gained powerful development. This is the department that provides the work of the licensing system, the passport department, the police department, the department for organizing the interaction of the police with voluntary people's squads, etc.
Service as Deputy Minister of the Interior of the USSR
In January 1980, B. K. Elisov was appointed deputy minister of internal affairs of the USSR. He oversees public safety blocs and criminal and other important areas. In addition, for over 8 years he has been invariably responsible for the work of the USSR Ministry of Internal Affairs in Afghanistan, where there is a civil war. In Afghanistan, the legendary Cobalt squad is being created under his leadership. In order to ensure public order, Elisov is one of the initiators of the creation of riot police; reinforcing the role of district inspectors and at the same time intensifies interaction with public organizations. A special department was created in GUOOP to deal with this important work. Subsequently, this department was transformed into the Department “On the management of the UUM (district police officers) and interaction with public organizations”. During the perestroika period, Yelisov is engaged in the settlement of interethnic conflicts and the elimination of mass riots ( Alma-Ata , Nagorno-Karabakh , etc.).
In 1986, B.K. Elisov, while eliminating the consequences of the Chernobyl nuclear power plant, working at the epicenter, received a large dose of radiation, as a result of which the fragments from the Faustpatron “came to life”. After that, his health began to deteriorate. As a result of a serious and prolonged illness, June 5, 1989 dies. He was buried in Moscow at the Troekurovsky cemetery.
