Biography
Born on June 22, 1928 in Volsk, Saratov Region, in a family of an employee. In 1943, after graduating from high school, he entered the Volsky Technological College of the Building Materials Industry, which he graduated with honors in 1947, having received the qualification of a mechanical engineer. In the same year he was sent to work in the department of the chief mechanic of the Gnivan career management of the Soyuzgranit trust of the USSR Ministry of Industrial Construction Materials. ( Gnivan , Vinnytsia region , Ukrainian SSR ).
In 1948, he was transferred by the trust to the post of head of the power station of the Golovinsky quarry ( Golovino , Zhytomyr region , Ukrainian SSR ). At this enterprise, he worked in the following positions: head of a power plant, head of a mechanical workshop, designer, engineer of the production and technical department.
In 1953 he was sent to Moscow to the Higher Engineering Courses at the Central Institute for Advanced Studies of Engineering and Technology of the USSR Ministry of Construction and Management, which he graduated in 1956, having received the qualification of a mining electrical engineer. He defended his thesis on the topic: “Development of a mining enterprise in compliance with the conditions of the Golovinsky gabbro-norite deposit”.
In July 1956, he was appointed senior dispatcher engineer of the production and technical department of the Nerudstroymaterialy trust of the Kiev Sovnarkhoz ( Zhytomyr , USSR ), and in February 1958, he was appointed head of the design bureau of the trust.
In August 1961 he was appointed director of the Golovinsky quarry management of the Zhytomyrnerudprom trust of the Ministry of Construction Materials Industry of the Ukrainian SSR . In 1965 he entered graduate school at the Kiev Research Institute of Building Materials and Products.

During the period of work ( 1961 - 1981 ) as the director of the Golovinsky quarry, he completely reconstructed the stone-processing shops and facilities of the enterprise, modernized the production lines and utilities. He organized the Bureau of Technical Information for Career Management, continuously replenished the reference and information fund, being the author of more than 20 brochures on the industry of stone mining and stone processing.
Collaborating with a number of institutes ( the A. A. Skochinsky Institute of Mining (Moscow), the Kharkov Aviation Institute, the Research Institute for Building Structures (Kiev), the Institute of Superhard Materials of the Ukrainian Academy of Sciences) on the production and processing of decorative granites, conducted experimental experiments at the enterprise work.
In 1976 he created the room-museum of the Golovinsky quarry. Actively participated in the training of specialists Golovinsky vocational school-2.
Under the direction of A. I. Charlin, the enterprise produced and installed many memorial complexes, monuments and structures, and made products for the reconstruction and construction of public facilities. The most famous of them:

Innovation Activities
For 34 years of work in the system of the building materials industry, the Ukrainian SSR has been actively working to develop technological progress in the industry. As a rationalizer and innovator, he developed and introduced new technological processes into production, improved the machine park of stone-processing equipment.

During the period of activity from 1952 to 1977, he was the author of 55 rationalization proposals, the annual economic effect of which amounted to 151 912 rubles. From 1971 to 1981 there were only 5 introduced proposals, namely:
- Programmed control grinding and polishing machine "GKU-1P", 1971
- Portal milling and edging machine for processing architectural details and granite cladding tiles "GKU-1F", 1971
- Semi-automatic grinding and polishing machine for processing the sides of granite products "GKU-2P", 1975
- Cantilever milling and edging machine for processing small-sized facing granite slabs "GKU-2F" ("Phoenix"), 1975
- Bridge-type milling and edging machine with a working disk diameter of 1100 mm "GKU-3F", 1977
significantly increased labor productivity and reduced production costs. He was presented at the “Board of Honor of the best innovators of Ukrglavnerudprom” of the Ministry of Construction Materials Industry of the Ukrainian SSR.
He compiled and published in various scientific and technical journals of the USSR about 30 articles on new designs of stone-processing equipment and the introduction of new technology in the non-metallic building materials industry.
For the period from 1960 to 1976 he wrote the monographs “Diamond and its Application in the Stone Processing Industry”, “Extraction and Processing of Decorative Granites” and others. Everywhere he generalized the best domestic and foreign experience in order to give industry workers the necessary practical information and guidelines for improving advanced technologies in the stone mining and stone processing industry.
