Biography
Born on July 25, 1939 in the village of Ivanovka, Zhernovsky District (now Petrovsky District ) of the Saratov Region in a large peasant family.
After graduating from the 7th grade, in 1954, he entered the Engels Municipal Engineering College, and graduated with honors in 1958 . In the same year, he was called up for military service and sent as a private to the school of non-commissioned officers of the engineering and construction units of the Border Troops of the KGB of the USSR located in the town of Ozersk, Kaliningrad Region . Upon graduation, Solkin served as a sergeant for half a year in one of the military units of the KGB of the USSR in the city of Moscow.
In 1959 he entered the Moscow Border School for them. Supreme Soviet of the RSFSR, in 1962 - graduated with honors from it.
From 1962 to 1977 he served in the Separate Regiment of the KGB Directorate of the USSR, where he consistently held the posts of platoon commander, secretary of the Komsomol regimental committee, head of the regimental (sergeant) school and battalion commander. In 1972, he graduated with honors from the Higher School of the KGB of the USSR. F. E. Dzerzhinsky specialty lawyer. In December 1977, he was transferred to the Military-Construction, and then the Economic Department of the KGB of the USSR, and was appointed first as a deputy and then as an acting chief of one of the departments of the central apparatus.

From December 1986 - Deputy Head of the Federal Antimonopoly Service at the ISM of the USSR - Head of the Organization and Inspection Department.
In 1993, he was Deputy Head of the SFS of Russia - Head of the 4th Division, since 1994 - First Deputy Director of the SFS of Russia.
On August 9, 1995, Colonel of Internal Service V. N. Solkin was appointed Director of the SFS of Russia; in November of the same year, he was awarded the special title “ Major General of Internal Service”. Worked as head of the SFS of Russia until 1999 .
In November 1998, by the Decree of the President of the Russian Federation, he was awarded the rank of lieutenant general of internal service.
In March 2000, retired for health reasons.
Currently he is the Deputy General Director for the regime and personnel at one of the enterprises of the Vinogradov group of companies.
