Biography
He graduated from MGIMO of the Ministry of Foreign Affairs of the USSR (1977), advanced training courses at the Research Center for Informatics at the Ministry of Foreign Affairs of Russia (1992) and advanced training courses at the Diplomatic Academy of the Ministry of Foreign Affairs of Russia (2004, 2005).
