In the 1960s and 70s, a large number of Muslim migrants from neighboring Yugoslav republics moved to Slovenia. In 1969, they first asked for permission to build a mosque, but their request was not granted. In the 1990s, they again tried unsuccessfully to achieve the construction of a mosque. According to the 2002 census, 2.4% of the population of Slovenia (about 47,000 people) are Muslim (See Islam in Slovenia ) [1] . Together with Athens , Ljubljana was one of the few European capitals in which there was no mosque.

In December 2003, the Municipality of Ljubljana issued the official right to build a mosque, but radical opponents of Muslims, having collected 12,000 signatures to the call to prohibit the construction of the building, still deferred construction [2] . In July 2004, the Constitutional Court quashed the referendum as “encroaching on the rights of religious minorities guaranteed by the Constitution” [3] [4] .

At the second referendum, held in December 2008, the signatories demanded not to allow the construction of the 40-meter minaret of the mosque [5] . On December 25, 2008, after long discussions, the design of the cultural center was approved.
