Biography
Born in the family of a representative of the old Polish noble family Zelechowski [1] , a major official of the State Secretariat for the Affairs of the Kingdom of Poland in St. Petersburg [2] , Privy Counselor Anton Ivanovich Zelekhovsky [3] (1802-1884) [4] and the Russianized Sofia Sofia von Witte (1824–1843), whose father and grandfather served for many years in the Russian army and became nobles of the St. Petersburg province [5] . Mother died after giving birth, was raised by her father.
May 14, 1863 graduated from the Imperial College of Law . [6]
After graduating from college he held the position of comrade prosecutor of the Tver district court.
He was transferred to St. Petersburg, where he was appointed Deputy Chairman of the St. Petersburg District Court.
Transferred to the Senate, where he served as comrade ober-prosecutor of the Criminal Department of Appeals of the Senate. [7]
He participated in political trials (the process of 193 , the process of 17 ) as a public prosecutor.
He was a member of the consultation at the Ministry of Justice and the chief prosecutor of the 5th Department of the Governing Senate.
In 1892, he participated in the commission on revising the laws on judicial proceedings in cases of crimes and misdemeanors.
He was the first-present senator of the general assembly of cassation departments, in the highest disciplinary presence and in the criminal cassation department of the Senate.
In 1917 he had the rank of a real secret adviser .

Zelechowski - embodied bile, turning pale from the tide of anger, insisted on continuing the case [8] , playing on public safety and the dignity of the state. A narrow, little-educated and unhappy lawyer in family life, he had long made up the glory of an ardent (and apparently sincere) prosecutor. As early as 1867, he distinguished himself when he accused Rybakovskaya (Bibi-Khanum-Omar-Bekova) of murdering her lover [9] , and one of the proofs of her immorality was that she became pregnant while already in prison, which caused Arsenyev to be reminded [10 ] that the prisons and the behavior of prisoners in them are under the supervision of the prosecutor's office. When he was my attorney in St. Petersburg, he came to me once, saddened that he had lost the case, consoling himself with those, however, that he still “smeared the entire defendant with his boot”. At the same time, I had to remove him from the supervision of the prison premises, since with my pickyness and heartlessness he brought the prisoners to bitterness, threatening dangerous consequences ... ... The accusatory speech of Zhelekhovsky [12] , long and colorless, struck everyone with a completely tactless surprise. Since there was no strong evidence against almost one hundred defendants, this judicial rider suddenly announced in his speech that he was refusing to accuse them, as they were only brought in to form the background of the charges against the others. However, they paid for the right to be this “background” with years of imprisonment and a broken everyday life! Such shamelessness of the prosecution caused a variety of resistance from the defense and defendants and only added fuel to the fire ... [13]

An interesting person was the first present V. A. Zhelekhovsky - one of the first performers of the Judicial Statutes introduced into life - a tall, thin old man with a goat beard, with glasses, he often chewed with his lips.
In spite of a great age, our first person possessed an extraordinary memory. Often, during the meetings, he closed his eyes and moved his lips - such a state he was introduced more than once by new lawyers to mislead: some of them, trying to reinforce their arguments, referred to explanations of already canceled articles, but Zhelikhovsky quickly opened his eyes and, ceasing to chew, indicated an error . The embarrassed lawyer babbled something unintelligible and disappeared. He was dressed carelessly, it was often possible to see him going to the meeting, with the right leg was worn out, and the left one was tucked into the toe, an old coat. It was said in the Senate that he once wished to walk around the Summer Garden, but the young gendarme, who was standing at the gate, stopped him with the words:
- Where are you going, you can not here ...
- How so impossible? - asked the senator.
- So it is forbidden to let in the garden of uncleanly dressed and generally drunk ...
“My dear fellow, have mercy, because I am a senator and, as a first-present, I am presenting a report to the Emperor himself to the palace ...”
But then the gendarme stopped and stretched himself into a string, noticing a wheelchair that had approached, from which the mayor, General Drachevsky, stately descended [15] .
“I wish you good morning, Your Excellency,” he greeted, shaking the senator’s hand, “what the matter is, I see you are worried?”
- Yes, behold, your gendarme does not let me into the garden, says that he was not told to let in ...
The incident was quickly settled: the general ordered the gendarme to apologize to the senator, he apologized himself and, wishing a pleasant walk, left.What happened to Zhelekhovsky in the October Revolution - I don’t know, since at that time I was at the front far from the capital. [sixteen]
