Biography
He began his career in 1941 and worked until November 1942 as an accountant for the tractor brigade of the Kindelinskaya MTS of the Chkalov region .
From November 1942 he studied at the Riga, then Ufa Infantry School . In connection with the beginning of the Oryol-Kursk operation on July 9, 1943, cadets of the military school were sent to the front. Service began as part of the 1st Moscow Guards Motor Rifle Division , then part of the 11th Army of the Bryansk Front . In September 1943, on the Kursk Bulge , during a period of fierce fighting, the Guard Private A. M. Rybakov was admitted to the CPSU (B.) .
Then he fought on the Baltic front and took part in the operation "Bagration" to liberate Belarus. At the end of 1943, in the battles of Nevel and Novosokolniki , he was injured and shell-shocked. After treatment, the hospital was demobilized.
After leaving the hospital, he worked for a year as a teacher of mathematics at the Studenovskaya incomplete secondary school of the Chkalov region. In 1945 he was elected secretary of the Zheleznodorozhny District Committee of the Komsomol of Chkalov .
In 1946 he returned to Velikiye Luki , where he joined the inspector of the third locomotive section of the railway station. He studied in absentia at the Moscow College of Railway Transport , which he graduated in 1949 .
Since 1948, at party work: instructor of the road department, regional committee of the CPSU, head of the industrial transport department of the city committee of the CPSU, second secretary, and since 1966 - first secretary of the Velikoluksky city committee of the CPSU. In 1965 he graduated in absentia from the Leningrad Institute of Railway Engineers with a degree in mechanical engineering.
In November 1971 he was elected first secretary of the Pskov Regional Committee of the CPSU, where he worked until June 1987 . He made a significant contribution to the development of the national economy of the region, the city of Velikiye Luki. On his initiative, a number of industrial enterprises, cultural institutions, and public health facilities were reconstructed.
Candidate member of the Central Committee of the CPSU (1976-1989).
Member of the Council of the Union of the Supreme Soviet of the USSR 9-11 convocations (1974-1989) from the Pskov region [2] . Member of the Supreme Council of the RSFSR . He was elected as a deputy of the regional and city Soviets of people's deputies.
He had the military rank of colonel .
After leaving for a well-deserved rest, he devoted a lot of time to social work, patriotic education of youth. He was elected a member of the Regional Council of Veterans of War and Labor. He was the Chairman of the Advisory Council and the head of the personnel commission of the Pskov Regional Committee of the Communist Party .
