Vikulov, Sergey Filippovich

Born September 9, 1933 in the city of Ufa.

In 1958 he graduated from the Leningrad Red Banner Air Force Engineering Academy. A.F. Mozhaysky specialty military civil engineer.

In 1958-1965 he was in practical work in his specialty.

Married, has a daughter.

Teaching activities

In 1966, he transferred to work in the newly created department of military-economic analysis and new methods of planning and management at NII-4. The results of work on the problems of military-economic analysis of the creation and operation of mobile missile systems became the basis for the defense of the candidate dissertation in 1970.

In 1976-1993 he worked at the Military Finance and Economics Faculty at the Moscow Finance Institute (now Financial University under the Government of the Russian Federation ), where he held the posts of senior lecturer, head of the department of economics of the Armed Forces (1976-1992), deputy head of the department for educational and scientific work (1992-1993).

In 1988, he defended a doctoral dissertation at the Military-Political Academy of the Ministry of Defense on assessing the military-economic effectiveness of the cost of strengthening the combat potential of the Armed Forces; in 1989 he was awarded the academic title of professor.

Since 1999, he worked as a leading researcher at the research center (military-economic justifications) of the Military Financial and Economic University; Professor of the Department of Military Economics and Armament Programs of the Air Force Engineering Academy. N.E. Zhukovsky; Professor, Department of Management of the Economics of Arms Production, Military University; Chief Researcher, 46 Central Research Institute of the Ministry of Defense of the Russian Federation.

As a supervisor and consultant, he trained 25 doctors and candidates of sciences.

The main areas of scientific activity: the development of military-economic theory in Russia, the development of problems of assessing and substantiating the scientific basis for assessing the military-economic efficiency of resource expenditures to strengthen the combat potential and increase the combat readiness of troops, the creation of a methodology of military-economic analysis, the creation of the methodological foundations of a new command and control paradigm economic support of military development, participation in the formation of the concept of training and certification of scientific and pedagogical personnel in modern s conditions, the development of the economy based on the methodology of construction of the military organization, journalism.

Public Service

In 1993-1996, he worked in the Administration of the President of the Russian Federation, occupying the posts of chief analyst at the Analytical Center of the Presidential Administration of the Russian Federation on socio-economic policy; Consultant of the Analytical Center under the President of the Russian Federation; consultant - head of the group of analysis of defense and security problems of the direction (department) of political and economic problems of the Analytical Department of the President of the Russian Federation; consultant of the department of estimates and forecasts of the analysis and forecast department of the Main Program and Analytical Department of the President of the Russian Federation.
