Biography
A native of Buzuluk district. He studied at the parish school. Member of the CPSU (b) since 1927, since 1938 in party work.
- 1940-1942: 3rd, then 2nd secretary of the Chkalovsky Regional Committee of the CPSU (b)
- 1942 - February 17, 1944 - Chairman of the Executive Committee of the Chkalovsky Regional Council of People's Deputies [2] ;
- February 1944 - June 1944 - responsible organizer of the personnel management of the Central Committee of the CPSU (b) . At this time, the post of the head of the personnel department of the Central Committee of the CPSU (b) was held by George Maksimilianovich Malenkov [3] , a major party figure of the USSR ;
- July 4, 1944 - March 16, 1948 - First Secretary of the Kaluga Regional Committee of the CPSU (b) , and from December 25, 1944 also appointed to the post of First Secretary of the Kaluga City Committee . In the organizational structure of the USSR, city committees and regional committees were the central governing bodies in their regions, and the first secretary was their leader;
- February 1946 - as a member of the Supreme Soviet of the second convocation ; (term of office - 4 years);
- in 1948, a party line check was carried out against IG Popov, in connection with an attempt to keep his money in the framework of the monetary reform of 1947 . The peculiarity of the reform was that money kept in Sberkkass in amounts up to 3 thousand rubles was exchanged for new money at the rate of 1: 1, from 3 to 10 thousand - a reduction in savings by 1/3 of the amount, and over 10 thousand - 2/3 of the amount was withdrawn . When exchanging cash, for 10 rubles old 1 new ruble was issued. In this regard, some citizens sought to place deposits in Sberkass, others completely cash out, and those close to the government tried to break up large deposits with the help of various schemes into smaller ones.
Mass inspections were conducted throughout the country to prevent deposit fraud, including against officials. Criminal proceedings were instituted. In the course of the audit with respect to Ilya Georgievich Popov, the Central Committee of the CPSU (B.) Established the following:
"T. Popov allowed anti-state actions, expressed in the fact that on December 14, 1947, after the publication of the decree of the Council of Ministers of the USSR and the Central Committee of the CPSU (b) "On monetary reform and the abolition of cards for food and industrial goods", during the time when savings banks were closed using his official position, with the help of the head of the regional Department, the labor savings bank introduced 13,850 rubles to the savings bank for himself, his son and brother, which gave a reason for a number of other senior officials of the region to make similar anti-state actions. "
As a result, “for anti-state actions” IG Popov was removed from his post as first secretary of the Kaluga regional party committee and expelled from the ranks of the CPSU (b) [4] (later reinstated in the party). After being removed from leading positions in 1948, Ilya Georgievich Popov was appointed director of a garment factory in the city of Chkalov , and held this position until 1950 .
- 1950-1953 - Chairman of the Chkalov Regional Radio Information Committee;
- 1953 - 1954 - Deputy Head of the Culture Department of the Chkalov Oblast Executive Committee;
- 1954 - 1955 - First Secretary of the Pavlovsky District Party Committee ( Chkalovsk region ).
